Kur'an-ı Kerim'in doğru anlaşılıp, yorumlanabilmesi için Kur’ân kelimelerinin semantik analizi önem arzetmektedir. Bu çalışmada Kur’ân kelimelerinden biri olan “Şehr” kelimesi incelenmektedir. “Kur'ân’da Şehr Kelimesinin Semantik Analizi” ni konu edinen çalışmamız, iki bölümden oluşmaktadır. Birinci bölümde, “Şehr” kelimesi ve türevlerinin anlamlarına yer verilerek “Şehr” in semantik tanımı yapılmaktadır. İkinci bölümde, Ru’yet-i Hilâl meselesi ve aşırı izdiham sebebiyle, haccın, Zilhicce Ayı'nın dışında da yapılması problemi ele alınıp incelenmektedir. “Şehr/ شهر ” kelimesinin temel anlamı “açığa çıkmak, görünmektir.” Bu kelimenin semantik tanımı şöyle yapılabilir: Hilâlin, gökyüzünde belirgin bir şekilde gözle görülür hale gelmesinden başlayarak; değişik aşamaları katederek tekrar başlangıç noktasına dönmesine kadar geçen süreye “Şehr” denir. Ru’yet-i hilâl konusunda ru'yet ile astronomik hesaplamayı birlikte kullanmanın hiçbir sakıncası bulunmamaktadır. Her yıl hac mevsiminin gelişi ile yaşanan kota kırizinin ve şeytan taşlama sırasındaki izdihamın aşılması için haccı yılın üç ayına yayma fikrinin dînen ve ilmen bir dayanağı bulunmamaktadır. It is very important to semantically analyse the words in Qur’an to understand and interpret the Qur’an correctly. In this study, the word “şehr” which is one of the word in Qur’an is analysed. Our study which is based on “The semantic analysis of the word “şehr” in Qur’an” has two parts. In the first part, the semantic description of “şehr” is done by using the word “şehr” and its derivations. In the second part, because of the problem of crescent’s being seen and over crowdedness, the problem of making pilgrimage except for the month of Zilhicce is being examined.The basic meaning of the word “şehr” is “to appear, to be seen”. The semantic description of this word can be done as follow: the time between starting with the appearance of crescent vividly with naked eye and coming to the start point by passing different stages is called “şehr”. There is no inconvenience of using astronomic calculations and the method of looking at crescent with naked eye in the subject of crescent’s being seen.The idea of dividing pilgrimage into three months of the year to overcome the crowdedness during throwing stone to devil and quota crisis at the time of hajj period every year has no religious or scientific basis.
