Bu tezin amacı; kalkınma ajanslarının dünyadaki ve Avrupa'daki uygulamaları, Türkiye’de uygulama alanları, ekonomiye katkısı, bunların karşılaştırılması, ajansların finansal kaynakları ve bölgesel kalkınmadaki rolünün incelenmesidir.Bu amaçla çalışmanın birinci bölümünde; kalkınma ajanslarının tanımı, iktisadi sistem içerisindeki rolü, tarihi süreç içerisinde gelişimi gibi temel kavramlara yer verilmiş; kalkınma ajanslarının finansal yapıları, ekonomik sistem içerisindeki yeri ve önemi vurgulanmıştır.Çalışmanın ikinci bölümünde de bölgesel kalkınma göstergeleri üzerinde durularak, bölgesel farklılığın tanımı, bölgesel farklılığın göstergeleri, bölgesel farklılığı azalmaya yönelik çalışmalar incelenmiş, bu alanda gelinen son noktanın aydınlatılması amaçlanmıştır.Çalışmanın uygulama bölümünde ise Batı Akdeniz Kalkınma Ajansı (BAKATR61), İzmir Kalkınma Ajansı (İZKA-TR31), Güney Ege Kalkınma Ajansı (GEKATR32) ve Orta Anadolu (ORAN-TR72) ajanslarının faaliyetleri ve faaliyette bulundukları bölgelerin sektörel payları incelenmiştir. Araştırma sonuçlarına göre; BAKA, GEKA ve ORAN kalkınma ajanslarının bölgelerinin sektörel paylarındaki eşitsizliği gidermeye yönelik destek planı yürütürken, İZKA için ise bu durumun tam tersinin olduğu görülmüştür. The aim of this thesis is to examine applications of development agencies in the world and in Turkey, additions to economy and comparing of these profits, financial sources of agencies and roles on local development.For this aim, in the first chapter of the research, description of development agencies, roles in economical system, development in the history, and basic concepts were examined, and financial structures of development agencies, their place in the economical system and importance were emphasized.In the second chapter of the research, by focusing on indicators of local development, description of local differences, indicators of local differences, efforts to minimize local differences were examined, and it is aimed to clear last point in this area.In the application part of the research, functions and sector places of West Mediterranean Development Agency (BAKA-TR61), Izmir Development Agency (IZKA-TR31), South Aegean Development Agency (GEKA-TR32) and Middle Anatolia Development Agency (ORAN-TR72) were examined.According to results; it has found that although BAKA, GEKA and ORAN development agencies perform subvention plans in order to decrease inequity of sector differences, opposite was true for IZKA.
