Araştırmanın konusunu, Isparta'daki yabancı sığınmacılardan olan 'Sığınma Başvuru Sahipleri' oluşturmaktadır. Türkiye'deki yabancı uyruklu sığınmacıların, ülkemizde bulundukları süreler içerisinde, yaşamlarını insani anlamda sürdürebilmeleri için seçilmiş 51 uydu kentten biri de Isparta'dadır. Dünyanın neresinde olursa olsun; evlerinden koparılmış, çileli, ezik ve de her türlü ilgiye susamış olan bu göçerlerin, Isparta'daki mola verme kesitindeki sığınışları, gerçekten karşılık bulmuş mudur? Isparta kurumlar ve yerel halk nezdinde sığınmacıların derdine derman olabilmiş midir? Yoksa uyum sorunsalı olarak mı karşımıza çıkmıştır? Sorularına cevaplar aranmıştır. İstemsiz göçü tetikleyen uluslararası dikkatsizlikler kuramsal olarak merkez-çevre ilişkileri düzleminde ele alınmıştır. Bu çalışmada, sığınmacı, mülteci, sığınma başvuru sahipleri, göç kavramlarının anlamları, göçün tarihsel gelişimi, sığınmacılar hakkında hukuki düzenlemeler anlatılmaya çalışılacaktır. Ayrıca Isparta'ya göç etmiş sığınmacıların diğer uydu kentlerden farklı olarak, topluma uyum sağlama konusunda ve sıkıntılarının giderilmesi hususundaki uygulamalar açıklanacaktır. |

The topic of the research constitutes foreign refugees who are 'refugee applicants' in Isparta. Isparta is one the 51 satellite cities which were chosen for the foreign refugees in Turkey to carry on their lives in comfort as long as they accommodate. Could the refugees who are exiled from their homeland, suffering losers and who are strongly in need of sympathy get what they expect at their stopover in Isparta? Could Isparta in terms of institutions and folk be able to meet their needs? Or is it all in an integration problem? These questions are analyzed. International inadvertence which triggers the involuntary immigration is studied in the scope of relationship with central- environmental concept. In this study, the definitions of the refugee, exile, refugee applicators, immigration, the historical development of the immigration, and legal acts about the refugees are explained. Additionally apart from other reservation cities, the integration problems to the host society and the solution applications of the problem cases of the refugees who came to Isparta are explained. |
