Bu çalışmanın amacı, 1980’li yıllardan günümüze kadar birbirinden farklı alanı düzenlemek ve denetlemek üzere kurulmuş olan Türkiye’deki Bağımsız İdari Otoriteleri ve karar alma süreçlerini mevcut özellikleri ve mevzuatı doğrultusunda ortaya koymaktır. Ayrıca alınan kararların oluşmasına etkide bulunabilecek aktörleri ve alınan kararlardan etkilenebilecek unsurları belirtmektir.Çalışma iki bölümden oluşmaktadır. Birinci bölümde Bağımsız İdari Otoritelerin tanımları, ortaya çıkışı, özellikleri, işlevleri bu kurumlara neden ihtiyaç duyulduğu, bu kurumların özellikleri ve işlevleri ile Türkiye’de bulunan Bağımsız İdari Otoriteler yer almaktadır. İkinci bölümde ise Bağımsız İdari Otoritelerin karar alma süreçleri, ilgili mevzuat kapsamında, bu kurumları etkileyen aktörlerle ilişkileri de ele alınarak ortaya konulmuştur. Her iki bölümde de literatür taraması yapılmıştır.Elde edilen bulgular, Türkiye’nin 1980’li yıllardan itibaren kamu yönetimi alanında geçirmiş olduğu dönüşüme ışık tutacak şekilde bilgiler içermektedir. The aim of this study is to reveal the Independent Administrative Authorites of Turkey that have been established to organise and audit the several different areas from 1980s to present days and their desicion-making process in accordance with the existing specifications and the legislation. Beside this, the influencing actors for the formation of decision taken and the elements which can be affected from the decision taken are to be indicated.The study consists of two parts. In the first part, the definition, occurrence, features, and the functions of the Independent Administrative Authorites, the existing Independent Administrative Authorites in Turkey and the need for these institutions take place. In the second part, the process of decision-making of the Independent Administrative Authorites is analysed considering the relevant legislations and their relationship with the influencing factors of these institutions. In both parts the literature search has been done.Some of the key findings, include the knowledge which lightens up the transformation in public administration field that Turkey has been through since 1980s.
