Ordu-siyaset ilişkisinin dengesi ve bu ilişkinin oluşumu özellikle siyasal iktidarın kurulmasında ve işlemesinde önemlidir. Dünyada gelişmiş ve gelişmekte olan pek çok ülkede tartışılan bu denge, Türkiye’de de özellikle çok partili siyasal hayatın temel gerçeklerinden biri olmuştur. Türkiye'de ordu hem doğrudan hem de dolaylı olarak siyasal hayata müdahale etmiş bir örnektir. Bu örnek çerçevesinde oluşan seçilmiş-atanmış ilişkisinin son dönemde geçirdiği değişim ve dönüşüm tez çalışmasının odaklandığı sorunsaldır. Bu doğrultuda Türkiye’de AB üyeliği sürecinin etkisiyle ve Soğuk Savaş sonrası küreselleşme ve demokratikleşme hareketlerinin hız kazanmasıyla siyasal dengeler de değişime uğramaktadır denebilir.Özellikle son dönemde (2000 sonrasında) güvenlik algılamalarındaki değişim, demokrasi ve parlamenter sistemin ülkemizde gelişmesi gibi iç faktörler ile Soğuk Savaş’ın sona ermesi, Avrupa Birliği süreci ve küreselleşme gibi dış faktörler nedeniyle ordunun siyaset üzerindeki etkisinin azalmaya başlamıştır. Balance of relation between military and policy, and beeing the relation is important particularly respect to establishment of political power and waging. This balance is discussed on lots of countries are developed and developing around the world, was being one of main facts of especially multi-party political life in Turkey, too. The military is an sample interfere to political life both directy and indirectly in Turkey. Within the framework this sample changing and transformation is occuring by relations assigned to the selected last term is the promlematic is focused on by this thesis. In this direction it can be said that political balance are changing with acceleration of globalization and democratization movements in the post-cold war and impact of the EU membership process in Turkey, too.Began to decline in the military’s influence on politics due to internal factors such as changes in perceptions of security democracy and the parliamentary system in the development of our country with external factors the end of the Cold War the European Union and globalization process especially in the last period.
