Bugünkü anlamında olmasa da geçmişten beri meydana gelen bir ihtiyaç olan sosyal güvenlik, tarihsel gelişim süreci içinde gerek niteliksel, gerekse niceliksel yönden büyük gelişmeler göstermiştir. Söz konusu gelişmelerin ayrıntılı biçimde incelenmesi ve analizi bu çalışmanın konusunu oluşturmaktadır. Türk sosyal güvenlik sistemi incelendiğinde alt gelir grupları lehine güçlü bir yeniden dağılım gerçekleştiği ancak bununla birlikte kapsama aldığı tüm gelir grupları lehine geliri yeniden dağıttığı görülmektedir. Sisteme sıkça yapılan müdahaleler nedeniyle nesiller arası gelirin yeniden dağılımı bakımından kesin bir yorum yapmak mümkün değildir. Üç bölüm olarak hazırlanan çalışmanın ilk bölümünde; sosyal güvenliğin kavramsal yönden tanımlamaları ve tarihsel gelişimi ve sosyal güvenlik teknik ve modelleri ele alınmıştır. Çalışmanın ikinci bölümünde gelir dağılımı ve yeniden gelir dağılımı ele alınmıştır. Çalışmanın üçüncü bölümünde ise özellikle tasarruflara ve sermaye birikimine olan etkileriyle yeniden gelir dağılımı üzerindeki etkileri ele alınmıştır. That have occurred since the present from the past need not be in terms of social security, during the course of the historical development of qualitative and quantitative aspects has made great strides. A detailed study and analysis of these developments is the subject of this study. Turkish social security system in favor of the lower income groups examined, but it takes a strong re-distribution of income in favor of the re-income groups, all of which, however, the coverage is handed out. Often due to misuse of the system in terms of inter-generational redistribution is not possible to make a definitive review. Prepared in three sections, the first part of the study, in terms of conceptual definitions and the historical development of social security and social security techniques and models have been discussed. In the second part of the study of income distribution and re-distribution of income are discussed. In the third part of the study, especially the effects of savings and income redistribution effects on capital accumulation are discussed.
