Her birey ve toplum için karşılanması zorunlu bir ihtiyaç olan sosyal güvenlik, bir ülke vatandaşlarının bugünü ve yarınını güven altına almayı amaçlayan ve arasında birlik ve uyum olan kurumlar bütünüdür. Sosyal güvenlik sisteminin amacı, ülkede yaşayan bireyleri sosyal risklere karşı korumak ve onları yaşadıkları toplum içinde başkalarına muhtaç etmeyecek bir hayat standardına ulaştırmaktır. 1963 yılında planlı kalkınmaya geçen Türkiye'de, ilk plandan itibaren sosyal güvenlik önemle üzerinde durulan konulardan bir tanesidir. Türkiye'de sosyal güvenlik ihtiyacı günümüzde sosyal sigorta, sosyal yardım ve sosyal hizmet kuruluşlarınca karşılanmaktadır. Elde edilen verilere bakıldığında; günümüzde, Türkiye'de sosyal güvenlik sisteminin derin bir kriz içinde olduğu söylenebilir. Bu amaçla çeşitli sosyal güvenlik reformları yapılmıştır ve yapılmaya da devam edilmektedir. Ancak yapılan bu sosyal güvenlik reformlarının ne şekilde faydalı olup olmadığı zamanla anlaşılacaktır |

Social security which is an obligatory necessary for each individual and society is an institution whole with unity and harmony that aims to guarantee the citizens of this country’s today and the other day.The aim of the social security is to protect the individuals living in the country against the social risks and provide them better standards of life in a way not to pauperize them to the other people. From the first plan, “social security” is one of the important and insisted subjects in Turkey which passed to the planned development in 1963.Nowadays, social security needs in the Turkey are met from the institutions such as; social insurance, social welfare and social service. According to the obtained datas; nowadays, it is said that social security in Turkey is in the deep crisis. For this purpose,various social security reforms are made and also continued to be made. But no matter how the social security reforms are useful or not will be understood over time. Keywords: social security, social insurance, social welfare,social service and social security reform. |
