İstihdamın ve işsizliğin yapısı ve boyutu, her ülkenin ekonomik gelişme ve sosyal kalkınma düzeyinin bir göstergesidir. Türkiye'nin ekonomik ve toplumsal sorunlarından en önemlisi işsizliktir. Ülkemizde hızlı nüfus artışına bağlı olarak genç ve çalışabilir nüfusun yüksek olması fakat buna paralel olarak iş ve istihdam alanlarının bu orana paralel olarak gelişmemesi işsizliği ve istihdam sorununu ortaya çıkarmaktadır. Bu sorunu çözmek için değişik dönemlerde değişik siyasi otoriteler çözüm yolları arayıp uygulamaya koymuş olsalar da bunların çoğu geçici çözüm yolları veya başta devlet ve kamu iktisadi teşekkülleri gibi kamu kurum ve kuruluşlarında kadroların şişirilmesi ile bulunan çareler olmuştur. Bu da bu önemli sorunu çözmediği gibi başka sakıncalar ve sorunları ortaya çıkarmıştır.İşsizlik ve istihdamın çözümü için konunun kamu otoritesi tarafından ülkemizin ekonomik durumu, iş ortamı, eğitimi, coğrafi bölgelerin konumları, demografik yapısı, cinsiyet durumu, iş alanı yaratma potansiyeli, hukuki durum, gizli işsizlik, kayıt dışı işsizlik, ekonomideki hızlı gelişim, tarımsal ekonomiden sanayi toplumuna geçiş gibi değişim ve bilgi çağına ayak uydurma gibi teknolojik dönüşüm vs. gibi olguları detaylı olarak ele alınmalı ve kalıcı çözüm yolları bulunmalıdır.Son yıllarda ülkemiz ekonomisinin hızlı yükselişi ve ekonomik rakamlardaki yükselmenin işsizlik ve istihdam oranlarına aynı oranda yansımaması bu konuda yeni ve faydalı politikaların üretilmesini gerektirmektedir. Bu nedenle ülkemizin kendine özgü özelliklerinin de dikkate alınarak yapısal sorunlar, işgücü maliyetleri, ekonomik büyüme, toplumsal gelişme, siyasi ve hukuki alt yapı ve istihdam yaratmayan büyümenin işsizliğe etkilerinin yeniden gözden geçirilip küresel olarak kabul görmüş iktisadi fikirlerinin irdelenmesi, gerekli yasal düzenlemelerin de desteği ile yeni istihdam politikaları hayata geçirilmesi gereklidir.Bu çalışmamızın amacı, İşsizlik ve İstihdam hakkında bilgi vermek, Türkiye’de işsizlik ve istihdam durumunu, sorunun nedenlerini ortaya koymak ve son olarak da soruna yönelik istihdam politikalarını incelemek ve hangi politikaların uygun olacağını belirlemektir. Employment and unemployment structure and size of each country is an indicator of the level of economic development and social development. The most important of Turkey's economic and social problems is unemployment. Depending on our country, rapid population growth and young population is high, but it can work in parallel, the ratio of the area of labor and employment developments in parallel to reveal the problem of unemployment and employment. This is to solve the problem in different periods, different political authorities solutions call had put in place, even though most of them are temporary solutions or primarily government and state-owned Enterprises as well as public institutions and organizations squad by inflating the available remedies have been. This is another drawback as this important issue and problem solving has revealed.Unemployment and employment for the solution of the issue by the public authority, the economic situation, business environment, education, geographic region, the position of the demographic structure, gender status, job creation potential, legal status, hidden unemployment, record unemployment, the rapid economic development of the agricultural economy, industry as society changes and the transition to the information age, etc. to keep pace with the technological transformation. such cases should be discussed in detail and a permanent solution should be found.In recent years, the rapid rise of our economy and the increase in economic figures reflected in the unemployment rate and the employment rate is the same in this regard will require the production of new and useful policy. Therefore, our country's unique characteristics also taking into account the structural problems, labor costs, economic growth, social development, political and legal infrastructure and jobless growth of the unemployment effects revise and globally recognized economic ideas to further elaborate the necessary legal arrangements with the support of new implementation of employment policies is necessary.The purpose of this study, provide information about unemployment and employment, unemployment and employment situation in Turkey, reveals causes of the problem and finally examine employment policies for the problem and to determine what policies would be appropriate.
