Özelleştirme, kamu teşebbüslerinin verimsizliği, yönetim sıkıntıları ve devlet üzerindeki mali yükleri nedeniyle ortaya çıkmıştır. İktisadi alanda, zorunlu sektörler dışında, devlet yerine özel sektörün varlığını savunan bir politikadır. 1980'li yıllara kadar, tüm dünyada hâkim olan devletçi iktisadi anlayış, yaşanan krizler ve küreselleşme neticesinde terkedilmeye başlamıştır. Özellikle öne çıkan liberal politikalar paralelinde, gelişmiş ülkelerden başlayarak birçok ülke özelleştirmeyi iktisadi bir çözüm olarak uygulamaya başlamıştır.Türkiye'de özelleştirme, kuruluştan itibaren kabul görmüş bir politika olmasına karşın sosyal ve ekonomik şartlar nedeniyle ancak seksenli yıllarda uygulanabilmiştir. Son 30 yıldır tüm hükümetlerin ekonomik programlarında yer alan özelleştirme özellikle 2000'li yıllarda yapılan hukuki düzenlemeler ve özelleştirme uygulamaları ile önemli bir gündem maddesi haline gelmiştir.Ülkemizde son on yılda öne çıkan özelleştirme çalışmalarında, elektrik dağıtım sektörü özelleştirmesi hacim olarak en önemli özelleştirme uygulamalarından birisidir. 2013 sonu itibari ile Türkiye elektrik dağıtım sektörünün %100'ü, özelleştirme çalışmaları tamamlanarak özel sektöre aktarılmıştır.Yüksek lisans tezi olarak sunulan bu çalışmada amaç; dünya genelinde önem kazanan özelleştirme teorisi çerçevesinde, Türkiye'de ki özelleştirme sürecini TEDAŞ örneği üzerinden değerlendirmektir. Bu amaç doğrultusunda kapsam olarak; Türkiye'de özelleştirme sürecinin gelişimi ve uygulamaları çerçevesinde, elektrik dağıtım sektöründe faaliyet gösteren ve en büyük kamu teşebbüslerinden biri olan TEDAŞ özelleştirmesi ele alınmıştır. Çalışmada araştırma yöntemi olarak, içerik analizine dayalı nitel araştırma yöntemi tercih edilmiş ve örnek olay modeli kullanılmıştır.Çalışma sonucunda, elektrik dağıtım sektöründe verimliliği sağlama gayesiyle başlatılan ve bu çalışmanın yapıldığı sıralarda henüz sonuçlanan özelleştirme sürecinin, usul, esas ve kısa vadeli hedefler bakımından başarılı olduğu yönünde bulgulara ulaşılmıştır. Ancak kısa vadede ortaya çıkan olumlu verilere karşın, sürecin nihai başarısının uzun vadede elde edilebilecek verilere göre değerlendirilmesi gerekmektedir. Privatization has derived by inefficiency of public enterprises, management problems and the financial burdens on the states. It is a policy on the terms of economy, except mandatory sectors, that defends the private sectors existence instead of state sectors. Until the 1980s, the dominant statist economic approach all over the world began to be left as a result of the financial crises and globalization. Especially in paralel with prominent liberal policies, many countries from the developed ones started to implement privatization as an economic solution.Turkey's privatization process, which is an applicable policy from the establishment, has been implemented only in the 80s due to social and economical conditions. The privatization which is in the programs of all the governments for the last 30 years, has become an important item on the agenda with the legal regulations and privatization especially in the 2000s.The outstanding work of privatization for the last ten years in our country, the privatization of the electricity distribution sector is one of the most important one. By the end of 2013, 100% of the electricity distribution sector in Turkey privatization was completed and transferred to the private sector.As a Master's thesis which is presented in this study, the purpose is to evaluate the privatization process in Turkey based on TEDAŞ sample within the privatization theory which has become important around the world. In accordance with this purpose as a content, the privatization of TEDAŞ, which is one of the largest public enterprise of the electricity distribution sector, were discussed, within the framework of the development and applications of the privatization process in Turkey. In the study, qualitative research method based on content analysis is prefered as a research method and case study model is used.As a result of the study, some findings about the fact that the privatization process, which was started with the aim of providing the efficiency of the electricity distribution sector and has just ended up at the time this study conducted, is successful in terms of method, principle and short term goals were reached. However, final success of the process needs to be evaluated according to the data that can be obtained in the long term in spite of the positive data that appeared in the short term.
