Bu çalışmada, TRB1 Bölgesini oluşturan Elazığ, Malatya, Tunceli ve Bingöl illerinde faaliyet gösteren süt ve süt ürünleri işleyen firmaların üretim etkinlikleri araştırılmıştır. Bu amaçla bölgede faaliyet gösteren ruhsatlı 64 firma olduğu belirlenmiş ve tam sayım yapılarak 64 firmanın 2014-2015 üretim dönemine ilişkin verileri kullanılmıştır. Stokastik üretim sınırı modeli ve modelin tahmininde ise Cobb-Douglas üretim yaklaşımı kullanılmıştır. Model tahmin sonuçlarından, bölgedeki firmaların ortalama üretim etkinsizliklerinin 0,10 olduğu hesaplanmış ve firmanın gözlenen üretimi ile ulaşabilecek olduğu maksimum üretim (sınır üretimi) arasındaki farkın %89'unun teknik ve dağılım etkinsizliğinden kaynaklandığı geriye kalan kısmın ise öngörülemeyen tesadüfi faktörlerden kaynaklandığı sonucuna ulaşılmıştır. Bu sonuç, firmalarda teknik ve dağılım etkinsizliklerinin önemini vurgulamaktadır. Oluşturulan üretim etkinsizliği modeline dahil edilen değişkenlerden yöneticinin sektör deneyimi, firmanın teknoloji seviyesi, firmada çalışan toplam işçi sayısı, firma kuruluş yılı ve firmanın hukuki statüsü istatistiksel olarak anlamlı bulunmuştur. Buna göre, yöneticin sektördeki deneyimi ve firmada çalışan toplam işçi sayısı ile üretim etkinsizliği arasında negatif yönlü ilişki olduğunu ortaya çıkarmaktadır. In this analysis, the production efficiency of the milk and dairy production firms in the cities in TRB1; Elazığ, Malatya, Tunceli and Bingöl. In this context, it is investigated 64 licensed firms in the region producing milk and dairy. In this analysis, the firms' production data for the year 2014 and 2015 is analyzed. For the model estimation the Cobb Douglas production function is used in order to estimate Stochastic Production Frontier Model. According to the test results, the average inefficiency ratio for the firms in the region is 0,10. %89 of the difference between the real production and the possible maximum production is explained with the technical and the allocation inefficiency problems and the rest is explained by the occasional and unexpected factors. The results highlight the importance of the technical and allocation inefficiency. The variables such as; the sector experience of the manager, the technology use of the firm, total employment, establishment date of the firm and the juridical status of the firm are found statistically significant in the model. On the other hand, the experience of the manager and the total employment in the firm have negative relations with the production inefficiency.
