İktisat, sınırsız insan ihtiyaçları karşısında kıt kaynakların en iyi şekilde kullanılmasıdır. Bu kaynakların kıt olması sebebiyle kaynaklar optimum kullanılmak durumundadır. Kaynakları optimum olarak kullanabilmek amacıyla da bir işte, süreçte v.b. durumda çeşitli alternatifler arasında en iyi olanın seçilmesi gerekmektedir. İşte etkinlik burada devreye girmektedir. Etkinlik en iyi olanı yapmak demektir. Diğer bir ifadeyle minimum kaynak ile, israf etmeyerek işi tamamlamak veya doğru olanı yaparak kurum karını maksimum yapmaktır. Yaşadığımız enformasyon çağında bilişim teknolojileri hemen her sektörde kullanılmaktadır. Bu alanlardan bir tanesi de sağlık sektörüdür. Sağlık sektöründe bilişim teknolojileri kullanımı gün geçtikçe artmaktadır. Bu çalışmada sağlık hizmetlerinde kullanılan sağlık bilgi sistemlerinin etkinliğin sağlanmasındaki önemi araştırılmıştır. Birinci bölümünde verimlilik ve etkinlik kavramları üzerinde durulmuş; etkinlik çeşitleri anlatılmıştır. İkinci bölümünde sağlık kavramı, sağlık hizmetleri, sağlık sistemi, sağlığın finansmanı konuları üzerinde durulmuştur. Üçüncü bölümünde bilgi sistemleri ve sağlık bilgi sistemleri üzerinde durulmuştur. Dördüncü bölümünde Veri Zarflama Analizinden bahsedilmiş, beşinci bölümde ise girdiler, çıktılar, etkinlik sonuçları, bu sonuçların yorumlarından ve önerilerden bahsedilmiştir. Çalışmanın analiz kısmında etkinlik programı yardımıyla girdi ve çıktılar analiz edilmiş. Bu sonuçlar yorumlanmıştır. Yapılan araştırma sonucunda devreye sokulan Bilgi Sistemlerinin SGK tarafından ödemelerin minumum; Hastaneler açısında da aynı sistemin gelirlerin maksimum olmasına katkı sağladığı görülmüştür. Özetle bu çalışmada, Sağlık Hizmetlerinde etkinliğin sağlanması için Bilgi Sistemlerinin kullanımı önemlidir ve kullanımı daha da arttırılmalıdır sonucu çıkmıştır. Economics is the use of scarce resources in the best way against the unlimited human needs. Because of the scarcity of these resources, the resources are to be used optimally. It requires to be selected the best one among several alternatives in order to use the resources optimally in a work, process etc. Efficiency comes into play at this point. Efficiency means doing the best. In other words, it means completing the works without wasting or making the institutions' profit maximum by doing the right thing. In the information age we live in the information technologies are used in almost every industry. One of these fields is the health sector. The use of information technology in the health sector is increasing day by day. In this study, the importance of ensuring the effectiveness in health information systems which are used in health care was investigated. In the first part, it was focused on the concepts of efficiency and effectiveness; efficiency types have been described. In the second part, it was focused on the concept of health, health care, health system, and the finance of health care. In the third part, information systems and health information systems are emphasized. In the fourth part, Data Envelopment Analysis (DEA) is mentioned, and in the fifth part; inputs, outputs, efficiency results, the interpretation of these results and suggestions were mentioned. In the analysis part of the study inputs and outputs were analyzed with the help of efficiency program. The results were interpreted. According to the results of the study, the introduced Information Systems are found to provide contribution to the minimization of payments by SSI and, in terms of the hospitals, the maximization of their income. In summary, in this study, the use of information systems are of great importance in order to ensure efficiency and it was concluded that the use of information systems needs to be increased.
