Kentli hakları insan haklarının çeşitlenmesi sürecinde yeni bir hak olarak ortaya çıkmıştır. Kentli haklarına yönelik ilk somut düzenleme Avrupa Konseyi'nin 1992 yılında kabul ettiği Avrupa Kentsel Şartı 1 ile gerçekleşmiştir. Kentli hakları hem kentlinin insan olarak sahip olduğu hem de içinde yaşadığı kentin çevresel değerleri üzerindeki haklarının tümünü kapsamaktadır. Bu şart insan haklarını belediye ve yerel yönetimler düzeyinde yeniden yapılandırmayı hedeflemektedir. Çalışmada öncelikle kentli haklarının teorik temellerini ortaya koymak üzere kent tarihsel perspektif içinde ele alınmıştır. Ardından sanayi devrimiyle başlayan kentleşme sürecinin etkisiyle ekonomik, sosyal hukuksal alanda yaşanan değişimlerden bahsedilmiştir. Daha sonra kentli haklarının hayata geçirilmesinde önemli bir yere sahip olan kentlilik bilincine değinilmiştir. İkinci bölümde; İnsan haklarını tarihsel süreçte ele alındıktan sonra kentli haklarının, insan hakları içindeki konumu ortaya koyulmuş ardından kentli haklarının tanımı yapılarak, bu hakkın kapsamına yer verilmiştir. Çalışmanın son bölümünde kentli hakları konusunda bilinci belirlemek amacıyla Süleyman Demirel Üniversitesi bünyesinde yer alan İktisadi İdari Bilimler Fakültesi içinden seçilen örnekleme anket çalışması yapılmıştır. The urban rights have emerged as new ones in the process of diversification of the human rights. The first concrete regulation related to the urban rights has entered into force by means of the European Urban Charter-1 accepted by the European Council in 1992. The urban rights involve all of the rights on the urban and environmental values of the relevant city that the citizens own as human beings as well as where they live in. This condition aims to reconstruct the human rigts in the level of the municipalities and local administrations. In this study, first of all the city within the scope of the historical perspective, is discussed so as to reveal the theoretical fundamentals of the urban rights. Then, economic, social and judicial changes as a result of the urbanization process commenced with the industrial revolution are reviewed the consciousness of urbanity having an important place to make real the human rights are discussed. In the second chapter, the position of the urban rights among human rights in general is evaluated in retrospect the urban rights and the scope of these rights are discussed. In the last chapter of this study, a sampling questionnaire study chosen at the Faculty of Economics and Administrative Sciences of the University of Suleyman Demirel has been conducted to determine the consciousness concerned with the urban rights.
