Bu çalışma Soğuk Savaş'ın bitişiyle beraber değişen tehdit algısını ve bu tehditlere karşılık güvenlik kurumları için çözüm önerilerini incelemektedir. Yeni tehdit paradigması, yeni güvenlik paradigmalarını gündeme getirmiştir. Değişen kamu yönetimi anlayışıyla beraber stratejik yönetim ortaya çıkmış ve kamu veya özel sektör fark etmeksizin bütün örgütleri etkilemiştir. Değişime ayak uydurmak isteyen bütün örgütler, hayatta kalmak için bu değişimleri takip etmek ve sürekli gelişim içerisinde olmak zorunda kalmıştır. Bu çalışmada stratejik yönetimin asimetrik tehditlerle mücadele için uygunluğu değerlendirilmiştir. Çalışmada şok edici, görünmeyen ve dinamik özellikler gösteren asimetrik tehditlerle mücadelede stratejik yönetimin uygun savunma ve engelleme mekanizmaları kurabilme olanağı araştırılmaktadır. Ayrıca stratejik yönetimin değişime vurgu yapan yönünün, güvenlik kurumlarına ve diğer örgütlere 21. yüzyılda ve gelecekte, asimetrik tehditler başta olmak üzere olası güvenlik sorunlarının önüne geçmede kazandırabileceği yeteneklerin incelenmesi amaçlanmaktadır. Konunun daha iyi anlaşılması adına Türkiye'de stratejik yönetimi ilk uygulayan güvenlik kurumu olan Emniyet Genel Müdürlüğü örnek olarak verilmiştir. Emniyet Genel Müdürlüğü'nün hazırladığı stratejik planlarda, asimetrik tehditlerin niteliklerine dikkat çeken tespitlerde bulunulmuştur. This study describes the changing perception of threat along with the end of the Cold War and examines solutions for security institutions against these threats. The new threat paradigm has brought new security paradigms to the agenda. Along with the changing public management understanding, strategic management has emerged and all organizations, regardless of public or private sector, have affected. All organizations seeking to adapt to change have had to follow these changes and be in constant development to survive. In this study; the suitability of the strategic management for combating asymmetric threats has been assessed. Strategic management in the struggle with asymmetric threats showing shocking and invisible dynamic characteristics in the study is investigating the possibility of establishing appropriate defense and prevention mechanisms. It is also intended to examine the ability of strategic management to emphasize change, its ability to bring security institutions and other organizations to the forefront of possible security problems, particularly asymmetric threats in the 21st century and in the future. For a better understanding of the issues; the Turkish National Police, which is the security institution that first implemented strategic management, is given as an example. In the strategic plans prepared by the Turkish National Police, determinations have been made that draw attention to the qualities of asymmetric threats.
