Sosyal politika, refah devletlerinin sosyal refahı, toplumsal bütünleşmeyi, sosyal adaleti, sosyal barışı, sosyal dengeyi, sosyal gelişmeyi sağlama hedeflerini gerçekleştirmek için uyguladıkları politikaların bütünü, topluma müdahale aracıdır. Bu hedeflerin gerçekleştirilebilmesi için uygulanan sosyal politikaların toplumun ihtiyaçlarına uygun ve sürdürülebilir özellikte olması gerekmektedir. Refah devletinin uyguladığı sosyal politikalara toplumun ihtiyaçlarına göre yön verebilmesi için halkın bu uygulamalara yönelik algı düzeyi ve devlete olan tutumlarının ortaya konulması önem arz etmektedir. Bu çalışmada Türkiye'de sosyal politika uygulamalarına yönelik halkın algı ve tutumunun tespit edilebilmesi amacıyla Burdur ili kent merkezinde araştırma yapılmıştır. Burdur Merkez'de yaşayan 18 yaş üstü, 382 vatandaşa uygulanan anketlerden elde edilen verilerin sonucuna göre çıkarımlarda bulunulmuştur. Örneklem, Burdur Merkez nüfusunun eğitim durumu ve cinsiyet oranlarına göre tabakalı olarak seçilmiştir. Anket Formunun ilk bölümünde demografik bilgilere yer verilmiştir. Anketin ikinci bölümünde ise dezavantajlı gruplara uygulanan politikalara yönelik halkın farkındalık durumu, yeterlilik algısı ve devlete olan tutumlarına etkisini ölçmek için sorulara yer verilmiştir. Çalışmanın sonucunda devletin uyguladığı sosyal politikalara yönelik halkın farkındalık düzeyi düşük olan bireylerin devlete olan tutumunun yüksek olduğu görülmüştür. Sosyal hizmetleri, sosyal yardım ve sosyal güvenlik uygulamaları hakkında farkındalık düzeyleri yüksek olan bireylerin, uygulanan sosyal politikaların devletin görevi olduğunu düşündükleri ve devlete olan tutumlarını etkilemediği görülmektedir. Devletin uyguladığı sosyal politikaların yeteri kadar uygulandığını düşünenlerin ise devlete olan tutumlarını olumlu etkilediği görülmektedir. Social policy is the whole of the policies implemented by the welfare States in order to achieve the goals of social welfare, social integration, social justice, social peace, social equilibrium and social development and intervention to society. In order to achieve these goals, the social policies applied must be appropriate and sustainable to the needs of the society. It is important that the public's perception of these practices and their attitudes towards the state are revealed in order to guide the social policies implemented by the welfare state according to the needs of the society. In this study, in order to determine the perception and attitude of the public regarding social policy practices in Turkey, research was carried out in Burdur city center. According to the results obtained from the questionnaires applied to 382 citizens over 18 years living in Burdur Center, inferences were made. The sample was selected as layered according to the educational status and gender ratio of the Burdur Center population. The first part of the questionnaire included demographic information. In the second part of the survey, questions were asked to measure the public's awareness of the policies applied to disadvantaged groups, the perception of sufficiency and their attitudes towards the state. As a result of the study, it has been seen that the public's attitude towards the social policies applied by the state is high for the people whose awareness level is low. It is observed that individuals with high levels of awareness about social services, social assistance and social security practices think that applied social policies are the duty of the state and do not affect their attitudes towards the state. It is also observed that those who think that the social policies implemented by the state have been implemented sufficiently have a positive effect on their attitudes towards the state.
