Elektronik devlet (e-devlet), teknolojiden yararlanılarak bilgilerin ve modern devlet hizmetlerinin vatandaşlara ve kuruluşlara elektronik ortamda sunumunda kullanılan bir araçtır. Birçok ülke geleneksel devletten elektronik devlete dönüşümü amaç haline getirmektedir. Muhasebe bilgi sistemi e-devletin önemli parçalarından bir tanesidir. Muhasebe bilgi sistemi iç ve dış bilgi kullanıcılarına bilgi sunmaktadır. Muhasebe bilgi sistemi, teknolojik gelişmeler ile birlikte güncelleşmektedir. Elektronik devlet uygulamalarının gerçekleştirilebilmesi için muhasebe bilgi sisteminin yanı sıra nitelikli insan kaynağına ve elektronik altyapıya ihtiyaç duyulmaktadır. Bu araştırmanın amacı elektronik devlet uygulamalarında muhasebe bilgi sistemi gereksinimlerinin araştırılmasıdır. Bu amaç doğrultusunda Irak'taki devlet kurumlarında çalışan muhasebe çalışanlarına yönelik olarak bir anket çalışması gerçekleştirilmiştir. Ankete katılan toplam 405 kişiden elde edilen cevaplar neticesinde. E-devlet uygulamaları için muhasebe bilgi sistemi gereksinimlerinin neler olduğu ve Irak'ta E-devletin altyapısının yeterli olup olmadığı incelenmiştir.

Electronic government (e-government) is a tool used by technology to provide information and modern state services to citizens and organizations in electronic environment. Many countries make the transition from the traditional state to the electronic state as a goal. The accounting information system is one of the important parts of the e-government. The accounting information system provides information to internal and external information users. The accounting information system is updated with technological developments. In addition to the accounting information system, qualified human resources and electronic infrastructure are needed to implement electronic government applications. The purpose of this study is to investigate the requirements of accounting information systems in electronic government applications. According to this purpose, a survey was conducted for accounting personnel working in government institutions in Iraq. The results of the answers obtained from 405 respondents, it was investigated what accounting information system requirements are needed for e-government applications and whether e-government infrastructure in Iraq is sufficient.
