This study aims to assess the direct impacts of humanitarianorganizations institutional capabilities on disaster-oriented competencies, toassess the direct impact of the disaster-oriented competencies on disastermanagement performance, and thus to develop a model to investigate the antecedentsof disaster management performance. The data used in this research were carriedout in a sample of 294 professionals working at the 14 humanitarian aidorganizations in Turkey. The results exposed that institutional capabilitiesand disaster-oriented competencies were positively related, furtherdisaster-oriented competencies were also positively related with theantecedents of disaster management performance. Inter-organizational cooperationwas perceived as one of the most important factor in a comprehensive disastermanagement and the success of the management was found to be linked to this keyfactor. In addition considering the disaster conditions, the results of thepresent study showed that logistics service was a vital activity for theduration of catastrophes. |

Bu çalışmada, insani yardım örgütlerin sahip olduğu kurumsalyeteneklerin afet odaklı yetkinlikler üzerindeki doğrudan etkisinideğerlendirmek, afet odaklı yetkinliklerin afet yönetim performansı üzerindekietkisini tespit etmek ve böylece afet yönetim performansının alt yapısınınincelenebileceği bir model geliştirmek amaçlanmıştır. Veriler, Türkiye’de afetyardım alanlarında faaliyet gösteren 14 kamu ve sivil toplum kuruluşlarında çalışan294 kişiden toplanmıştır. Analiz bulguları, kurumsal yeteneklerin afet odaklıyetkinlikler üzerinde olumlu bir etkisinin olduğunu, afet odaklı yetkinliklerinde afet yönetim performansını olumlu yönde etkilediğini göstermektedir.Kapsamlı bir afet yönetim mekanizmasında en önemli faktörlerden birininkurumlar arası işbirliği ve koordinasyon olduğu ve yönetimin başarısınınağırlıklı olarak bu anahtar faktöre bağlı olduğu görülmüştür. Ayrıca afetkoşulları dikkate alındığında; mevcut araştırma ile afet yönetiminde lojistikhizmet etkinliğinin hayati öneme sahip olduğu sonucuna da ulaşılmıştır. |
