Uzun bir tarihi geçmişi olan “bürokrasi kavramı”, geleneksel kamu yönetimi anlayışı ile birlikte etkinlik kazanmış, 1929 Ekonomik Krizi ve II. Dünya Savaşı sonucunda ortaya çıkan “Refah Devleti” uygulamaları ile altın çağını yaşamıştır. 20. yy son çeyreğinde Refah Devleti‟ne olan inanç sarsılmış, bürokrasi verimsizliğin, kırtasiyeciliğin, kaynak israfının ve kuralcılığın hakim olduğu, yapılanmalar olarak görülmeye başlanmıştır. 1980‟lerde özellikle Yeni Sağ söylemler, yönetsel ve siyasal yeniden yapılanma model arayışlarının temelini oluşturmuş, işletme veya piyasa tipi mekanizmaların hakim olduğu yeni kamu yönetimi anlayışı ile geleneksel bürokratik yapılar tasfiye edilerek “alternatif bürokratik” kurumlar oluşturulmuştur. Çalışmamızda yönetsel ve siyasal yeniden yapılanma arayışları özetlenmiştir. |

The “notion of Bureaucracy” which has a long history has been gained great significant with the traditional public administration perspective. It has lived its golden age with the “Welfare State” formed as a result of 1929 Economic Crisis and World War II. With the disbelief to the Welfare State in the last quarter of the 20thCentury the bureaucracy has started to be seen as a structure of unproductiveness, red tapism, source wasting and formalism. Especially in 1980‟s the “New Right” debates have formed the root of the searches for the new administrative and political model to re-structure it, and the “alternative bureaucratic” institutions have been created by abolishing the traditional bureaucratic structures with the understanding of a new public administration with the domination of the mechanisms like business or market style.
