Bütçenin toplumsal cinsiyeteşitliği üzerindeki etkisini bütçesel karar alma süreçlerine konu edebilmek,bir diğer deyişle cinsiyet-bütçe ilişkisini kurabilmek üzere performans esaslıbütçeleme sistemi ile cinsiyete duyarlı bütçelemenin entegrasyonu önerisindebulunulmaktadır. Performans esaslı bütçeleme sisteminin en önemli özelliğipolitika öncelikleri ile kaynak tahsisatı ve kullanımı arasında ilişkikurulmasıdır. Bu bakımdan performans esaslı bütçe sistemi cinsiyete duyarlıbütçelemenin etkili bir şekilde uygulanabilmesi için uygun zeminioluşturmaktadır. Ancak başarılı bir uygulama için her iki bütçeleme türününkendi içerisindeki bazı kısıtlarının da aşılması gerekir. Çalışmada söz konusuentegrasyonun gerçekleştirilebilmesi için performans esaslı bütçelemesisteminin cinsiyete duyarlı bütçelemeye sunduğu fırsatlar ve kısıtları ile bukısıtların aşılmasına ilişkin önerilere yer verilmiştir. |

Theintegration of the performance-based budgeting system and the gender-sensitivebudgeting is proposed in order to make the budget’s effects on gender equalityin the budgetary decision-making processes, in other words to establish thegender-budget relation. The most important feature of the performance-basedbudgeting system is to establish the relationship between policy priorities andresource allocation and use. In this respect, the performance-based budgetsystem provides the appropriate floor for effective implementation ofgender-based budgeting. However, for successful implementation, both budgetingsome constraints need to be overcome. In this study, the opportunities andlimitations of the performance-based budgeting system for gender-sensitivebudgeting and the recommendation for the overcoming of these constraints havebeen included in order for the integration to be realized. |
