The expansion of the social security system to include everybody is one of today’s crucial problems. Today, the fact that social security services are not provided satisfactorily to the people entitled is accepted by almost everyone. Undoubtedly, in terms of entitled person who deserves more protection, sharing of some risks under the context of social security system via private insurance companies and even the idea of the transfer and tendency of these mentioned risks gain importance. This process is supported by such facts like the opportunity of benefiting from additional income and services, opening additional employment areas, providing long-term fund accumulation and thus causing market deepening. This study examines the specific social security risks that have become chronic in the context of private insurance initiatives |

Sosyal güvenlik sisteminin, herkesi kapsayacak şekilde genişletilmesi, günümüzün hayli önemli sorunlarından birisidir. Bugün ülkemizde, sosyal güvenlik hizmetlerinin hak sahiplerine, tatminkar bir şekilde sunulamadığı gerçeği, hemen herkesçe kabul edilmektedir. Hiç şüphesiz daha fazla korunmaya layık olan hak sahipleri açısından, sosyal güvenlik sistemi kapsamına giren risklerden bir kısmının, özel sigorta şirketleri aracılığı ile paylaşılması hatta sözkonusu risklerin bütünüyle devredilmesi düşüncesi ve eğilimi giderek ağırlık kazanmaktadır. Ek gelir ve hizmetlerden yararlanma imkanı, ek istihdam alanı açması, uzun vadeli fon birikimine olanak sağlaması ve böylece piyasa derinleşmesine yol açması gibi gerekçelerle bu süreç desteklenmektedir. İşte bu çalışmada kronik sorun halini almış belirli sosyal güvenlik riskleri özel sigorta girişimi çerçevesinde incelenecektir |
