Bu çalışma, stratejik planlama kavramının geçmişten günümüze gelişimini ve bu süreçte beliren farklı yaklaşımlar ile bu yaklaşımlara yön veren stratejik yönetim okullarını ve savunularını teorik düzlemde ortaya koymayı amaçlamaktadır. Bu kapsamda konu ile alakalı birincil ve ikincil kaynaklara ulaşılmış ve arşiv araştırması ile içerik analizi yöntemleri kullanılarak çalışma tamamlanmıştır. Bu çalışmayı önemli kılan özellikle son dönemde stratejik planlama uygulamaların ön plana çok çıkması ve fakat stratejik planlamaya yön veren teorik çerçevenin ardıllanması gerçeği olmuştur. Bu bağlamda stratejik planlama yaklaşımına yönelik teorik çerçeve üzerinden uygulama süreçlerinin tartışılması ihtiyacı hasıl olmuştur. Yine yeni kamu yönetimi yaklaşımının 1980’lerden sonra tüm dünyada güçlenmeye başlaması ile birlikte stratejik planlama kavramı kamu yönetimi literatürüne de girmiş olması nedeniyle özellikle kamu sektöründe daha fazla uygulama alanı bulunan stratejik planlamaya ilişkin alternatif yaklaşımlar irdelenmeye çalışılmıştır |

This study aims to analyze the development of the notion of strategic planning from past to present, the different perspectives emerging in this process and the strategic management schools and arguments that direct all these perspectives. Within this scope, the primary and secondary sources relevant to the subject were reached and the study has been completed by using the methods of content analysis and archival research. The thing make the study important is the fact of present emphasize on strategic management practices and ignorance of the theoretical foundations of the strategic management. In this context, it has become necessary to discuss the process of practices on the basis of theoretical framework of strategic planning. Since the concept of strategic planning entered into the public administration literature after the 1980s together with the strengthening of the new public management approach in all over the world, alternative approaches for strategic planning especially in the public sector which has more application field has been tried to study |
