Son yıllarda yoksulluk olgusunun küresel bir sorun haline gelmesi, araştırmacıların ve özellikle siyasi çevrelerin yoksulluğa ayrı bir önem vermesine neden olmuştur. Bu çalışmanın kapsamında öncelikle yoksulluğa dair yapılan tanımlar, yoksulluğa neden olan faktörler ele alınacaktır. Ardından Dünya’da ve Türkiye’de 2000 yılı sonrası yoksulluğun boyutu ve profili incelenecektir. Ardından Türkiye’de yoksullukla mücadele kapsamında belirlenen hedefler, uygulanan politikalar ve bu politikaların etkinliği değerlendirilecektir. Ayrıca milli gelir ve yoksulluğa dair veriler karşılaştırılarak, Türkiye’de GSYH’nin yoksulluk üzerindeki etkisi incelenecektir. Genel olarak değerlendirildiğinde, yoksul olan fertlerin sosyal politika uygulamalarına erişebilmesinde kolaylık sağlanması, kurum ve kuruluşların daha organize hareket etmesi ve daha işlevsel olması, bireylere düzenli gelir desteği sağlanması, ayrıca daha yapısal ve kapsamlı programlar geliştirilerek gelir elde etmelerinin sağlanması ve yoksulluğun önlenmesine ilişkin makro düzeyde politika ve programlar üzerinde yoğunlaşılması gerektiği sonucuna ulaşılmıştır. |

The phenomenon of poverty has become a global issue, which has led researchers and especially political circles to specifically focus on poverty. Firstly, within the scope of this study, the definitions and causes of poverty will be examined. Then, the extent and profile of poverty in the world and in Turkey after the year 2000 will be examined. After that, the targets set to tackle poverty, the implemented policies and their effectiveness in Turkey will be evaluated. Additionally, the effect of GDP (Gross Domestic Product) on poverty in Turkey will be analyzed through a comparison of data regarding national income and poverty. A general assessment concludes that paupers’ access to social policies should be facilitated, that the institutions and organizations should take action in a more organized manner and be more functional, that individuals should be provided with a constant income support, that there is a need to develop more structural and extensive programs in order to help individuals obtain an income, and that it is necessary to focus on macro-level policies and programs to prevent poverty. |
