Sosyal güvenlik, sanayi devrimini izleyen süreçte modern devletin önemli bir yükümlülüğüne dönüşmüş bir yapılanmadır. Sosyal devlet harcamaları çoğu ülkede 1970’li yılların ortalarına kadar hızlı bir yükseliş göstermiş, neden olduğu kamu borç yükündeki yüksek artışlardan dolayı bu harcama grubunun kısılması ve devletin sosyal hizmet alanlarını daraltması yönlü politikalar gündeme gelmiştir. Türkiye söz konusu konjonktürel değişimlerden etkilenmiş ve kamu harcamaları içerisinde sosyal harcamaların payı sermaye lehine daralma göstermiştir. Çalışmada son 30 yıllık süreç içerisinde sosyal harcamaların ve bunun en büyük parçası olan sosyal güvenlik harcamalarının gelişimi incelenmektedir |

The social security within the fallowing period of industrial revolution has turned out to be an important structural obligation of the state. Social security expenditures in many countries have shown a fast uprise increase till the mids of 1970’s. Consequently due to high increases of public debt burdens the policies in the direction of reducing of this group of expenditures and limiting the fields of such social services of the state have become in to discussion. Turkey was effected from the mentioned periodical changes and so the share of the social expenditures in the contex of the public expenditures have been decreased in the favor of the capital. In the study, the development stages of the social security expenditures which forms the greatest portion of the social expenditures have analyzed during the past 30 years |
