Toplumsal yaşamın çoklu alanlarına ve katmanlarınasirayet eden ve küresel bir problem haline gelen ulusötesi göç hareketliliği,kapsam ve boyutlarıyla ülkeleri işbirlikleri geliştirmeye ve örgütlenmetemelinde buluşmaya zorlamaktadır. Türkiye, küresel ve bölgesel krizlerintürbülansında ve ulusötesi göç hareketliliğinin merkezinde yer alan kritik bir coğrafyadadır.Özellikle geçici koruma statüsündeki Suriyelilerin ülke içindeki nüfusu vecoğrafi dağılımı; eğitim, sağlık, güvenlik, barınma gibi çeşitli ihtiyaçlarınıngiderilmesi hususunda yapılan yardımların hacmi; toplumsal etkileşimler,işbirlikleri ve uyum sorunları gibi pek çok düzlemde ele alınması gereken toplumsalve ekonomik problemler bulunmaktadır. Bu hususlardan biri de neo-liberal esneklikpolitikalarının ve nihayetinde küresel rekabetin bir sonucu olarak, işgücüpiyasalarının ihtiyaç duyduğu ucuz ve güvencesiz emek ihtiyacının mülteci işgücüile giderilmesidir. Çalışma kapsamında mültecilerin, Türkiye işgücüpiyasasındaki istihdam alanları ve koşulları ele alınmıştır. Ayrıcamültecilerin, Türkiye ekonomisi açısından bir tehdit mi yoksa fırsat mı olduğuçeşitli ekonomik göstergeler üzerinden tartışılmıştır. Sonuç olarak esnek, ucuz ve güvencesiz bir görünüme sahip olan mülteci emeğinin, yerliişgücünün istihdam ilişkilerini etkilediğini; ancak Türkiye açısından ekonomikbüyümenin önünü açabilecek bir anahtar da olduğu tespit edilmiştir. |

Considering itsscope and dimensions transnational movement of migration that spreads intomultiple areas and layers of social life and evolves into a global issue, compelscountries to develop cooperation and to get together on the basis oforganizational structure. Turkey is located on a critical geography as being inthe midst of global and regional turbulence and in the center of transnationalmovement of migration. There are many social and economic problems to beaddressed through a multidimensional approach particularly pertaining to the populationof the Syrians living domestically with temporary protection status and its geographicaldistribution; the volume of the aids supposed to cover their various kinds ofneeds such as education, healthcare, security and accommodation; socialinteractions, cooperation and integration. One of them – as a consequence ofthe neo-liberal flexibility policies and global competition in the end – isrelated to the elimination of the need for cheap and unsecured workforce that arerequired by the labor market through the refugee labor. Within the scope of thestudy, the employment areas and conditions of refugees in the Turkish labormarket are addressed. Furthermore, whether the refugees pose threat oropportunity for the Turkish economy is also discussed by means of variouseconomic indicators. To sum up, it is determined that the refugee labor thatarises as flexible, cheap and unsecured has affected employment relations ofthe domestic workforce, yet exhibits itself as a key figure which can also pavethe way for an economic growth in Turkey. |
