Tanzimat sonrası dönem, Osmanlı toplumunda batı kültürünün veyaşam biçiminin yaygınlaştığı bir dönemdir. Batılı yaşam biçimi Osmanlıinsanını geleneksel değerlerden uzaklaştırmış, devlet ve toplum hayatındadaha seküler tavır ve tutum geliştirmelerine yol açmıştır. Bu gelişmelerintesiri ile özellikle 19. yüzyılın sonlarından itibaren devletin fuhuş meselesineyaklaşımı da köklü bir biçimde değişerek dini normlar bir tarafa bırakılmışve bu tür eylemlere belirli oranda müsamaha gösterilerek denetim altındatutulmaya çalışılmıştır |

It seems clearly that after Tanzimat period western culture and wayof life grew up in the Ottoman Empire. Western way of life deported theOttoman people from traditional worths. More secular attitudes began todevelop within the Empire. In this context from the end of the nineteenthcentury on the viewpoint of the state to the prostitution matter was alsochanged. Religious norms were put aside and this kind of actions weretolerated in some respect. As a result the state aimed to control theprostitution |
