Kamu yönetiminde etik olgusu, Batı’da olduğu gibi Türkiye’de de, son yıllarda daha fazla dikkat çekmeye başlamıştır. Kamu yönetiminde etik devletin idari alanda doğru davranış standartlarının belirlenmesi ve uygulanmasıdır. Bilişim teknolojilerindeki ilerleme, geleneksel devlet yapısının köklü bir değişime uğramasına ve kamu görevlileri açısından yeni işleyiş ve davranış biçimlerinin oluşmasına neden olmuştur. Bu yeni durum, kamuda geleneksel değerlere dayalı olan bir takım etik ilkelerin uygulanmasını kolaylaştırırken, bir takım yeni etik sorunların ortaya çıkmasına yol açmıştır. Bu çalışmada Milli Eğitim Bakanlığı tarafından sunulan “e-okul Veli Bilgilendirme Sistemi” etik ilkeler açısından olumlu ve olumsuz yönleri irdelenmeye çalışılmıştır |

Phenomenon of ethics in public administration has begun to attract more attention in Turkey in recent years as it is in the west. Ethics in public administration is the determination and application of proper behavior standards with respect to the state's administrative area. Advances in information technologies led to a comprehensive change regarding to the structure of state and the duties and behavioral patterns of public officials. While this new condition is facilitating the application of some ethical principles which are based on the traditional values, on the other side caused some new ethical issues. In this paper prepared by the Ministry of Education “e-school Parents Information System” in terms of positive and negative aspects of ethics are discussed |
