Yaşadığımız yüzyılda dünya çok hızlı bir değişim trendine girmiş,küreselleşmenin de etkisi ile tüm dünyada sınırlar ortadan kalkmıştır. Böylebir ortamda ülkeler de değişime ayak uydurmak ve çağın gereklerine görekendi organizasyonel yapılarını dönüştürmek zorundadırlar. Teknolojininönemli ölçüde varlığını hissettirdiği çağımızda bilgi teknolojilerinin devletlertarafından gerek uluslar arası rekabeti sağlamada, gerekse verilen ulusalhizmetlerin verimliliğinin artırılmasında ve kamusal hizmetlerin sunumundakullanılması zorunlu hale gelmiştir. Bu tür bir ortamda da devletlergeleneksel devlet anlayışlarını terk edip, e-devlet anlayışına geçmekdurumundadır. Elektronik devlet uygulamalarının kamu yönetiminde ve yeni devlet anlayışında benimsenmiş olması kamu hizmetlerinin vatandaşa sunumunda verimliliğin sağlanması için gereklidir. Bu bağlamda çalışmada e-devlet kavramı tanımlanmış, Türkiye’de ki gelişim süreci hakkında bilgi verilmiştir. Isparta ilinde ki vergi mükelleflerine anket yapılmış ve e-devlet kullanım oranları, meslekler açısından dağılımı, e-devlet kullanıcılarının tutumları ile kullanılan e-devlet uygulamaları hakkında bilgi verilmiştir. |

The world has gone through a very fast change trend in the lastcentury, and the borders all over the world have vanished with the effect ofthe globalization. In such an environment, the countries are also obliged tokeep up with the change and modify their organizational structures inaccordance with the requirements of the age. In this century when thephenomenon of technology makes its presence felt, the use of informationtechnologies by the states has become compulsory for both ensuring theinternational competition and increasing the efficiency of national services aswell as providing the public services. In such a context, the states shouldswitch to the e-state approach leaving their traditional one.The fact that e-state practices have been adopted within the publicadministration and new state understanding is essential for ensuring theefficiency with regard to providing public services to the citizens. Within thiscontext, the concept of e-state is defined, and information concerning itsdevelopment process in Turkey is provided in this study. A survey has beenconducted on the taxpayers in Isparta, and information has been provided onthe use rate of e-state, its Professional distribution, attitudes of e-state usersas well as e-state practices used |
