Bu çalışmada, 6352 sayılı Kanunla kurulan özel yetkili bölge ağır ceza mahkemeleri ele alınmıştır. Bu kapsamda, özel nitelikteki bazı suçların yargılanmasının tarihi sürecine yer verildikten sonra, yeni kurulan özel yetkili bölge ağır ceza mahkemelerinin görev ve yetkisi, önceki düzenlemelerle karşılaştırmalı olarak ele alınmıştır. Bu çalışmanın esaslı kısmını ise, özel yetkili ağır ceza mahkemeleri ile yeni kurulan özel yetkili bölge ağır ceza mahkemelerinin farklılıkların ayrıntılı ve eleştirel olarak ele alıp karşılaştırılması oluşturmaktadır. Özellikle de, 6352 sayılı Kanun öncesinde özel yetkili ağır ceza mahkemelerinin görevine giren suçlara ilişkin olarak yapılan soruşturma ve kovuşturmalarda sanık hakları açısından kısıtlama getiren ve savunma hakkını önemli ölçüde sınırlayan bu nedenle de AİHM içtihatları ile uyuşmayan ve doktrinde sıkça eleştiri konusu yapılmış hükümler ayrıntılı olarak değerlendirilmiştirIn this article, special authorized regional criminal courts which are constituted byCode of numbered 6352 are discussed. In this context, after giving place to the historical process of judgement of certain specific crimes, the task and authorization of recently constituted special authorized regional criminal courts’ are discussed in comparison with previous arrangements. The detailed critical discussion and comparison of the similarities and differences of the special authorized criminal courts’ and recently constituted special authorized regional criminalcourts’ investigation and prosecution procedures constitutes the main part of this article. Particularly, the provisions bring ingrestriction to the accused rights and limiting the right of defence in the investigation and prosecutions related to the crimes of jurisdiction of the special authorized criminal courts before the enactment of the Code of numbered 6352, which are incompatible with judgments of ECHR and frequently have been the subject of criticism in doctrineare evaluated in detail
