The base problem which the scenarios were developed for its solution is an issue which needs to be addressed comprehensively from social, cultural and economic perspectives. If it is not addressed comprehensively, it will not achieve the main objectives for building development in the region therefore not accomplish complete success. However, it has been realized that political operation is insufficient solely as a solution to underdevelopement problem in the region by the time and other factors including economics are essential for the sustainability of welfare in the region. One of the main reasons that the underdevelopment has become a chronic issue in the region is economic deficiency and its reality of being used in favor of politic exploitation which needs to be addressed for developing a permanent solution for peace in conjunction with the political operation |

Üzerine çözüm senaryoları kurgulanan sorun sosyal, kültürel ve iktisadi v.s. yönleriyle ele alınması gereken bir sorundur. Sorun eğer tüm boyutları ile kuşatılmazsa başarı kısır kalacak ve maksat hasıl olmayacaktır. İçinde ekonominin de olduğu diğer faktörler refahın sürdürülebilirliği bakımından vazgeçilmez niteliktedir. Bölgede yaşanan ve kronik hale gelmiş sorunun temel nedenlerinden biri olan iktisadi gerilik ve bunun politik istismarcı lehine kullanımı kalıcı bir çözüm için bu sürece paralel ele alınması zorunlu olan bir realitedir. Bu çalışmada ele alınacak stratejik adımlar bölgeye yönelik şimdiye kadar geliştirilen politikalardan farklı niteliktedir. Bunlar genel hatları ile çözüme yönelik temel yaklaşımı belirleyen sivil zihniyet, tersine sermaye göçü, sektörel değerlendirme, enerji ve toprak potansiyeli ve küresel sermaye fırsatından oluşmaktadır. |
