In this study, the perception, knowledge and opinions of the citizens living in Baku and near abroad were measured by a questionnaire concerning the functioning of the current practice of local governance and municipalities in the country. In this context, the issues of how the surveyed citizens found the performance of the municipalities, levels of their participation in local elections and ratio of their utilization from municipal services are studied. In addition, participants' level of knowledge on local governance and municipalities and their prospects for the current situation and future with regard to the municipalities are analyzed. In this context, how they perceived the key issues in the field of local governance and the reforms combining the municipalities were identified |

Bu araştırmada Bakü ve yakın havzasında yaşayan belde sakinlerinin ülkedeki mevcut yerel yönetişim pratiği ve belediyelerin işleyişine yönelik algı, bilgi ve görüşleri anket yoluyla ölçümlenmiştir. Bu çerçevede, araştırmaya katılan yurttaşların belediyelerin performanslarını nasıl buldukları, yerel seçimlere katılım düzeyleri, belediye hizmetlerinden yararlanma oranları, belediyelerle temas ve iletişim düzeyleri araştırılmıştır. Ayrıca katılımcıların, yerel yönetişim ve belediyelere ilişkin bilgi düzeyleri ile belediyelerin mevcut durumu ve geleceğine yönelik beklentileri incelenmiştir. Bu kapsamda yerel yönetişim alanındaki temel sorunları ve belediyelerin birleştirilmesi konusundaki reformları nasıl algıladıkları belirlenmiştir |
