It is known that the everything happens in history carries the traces of past and Ottoman‟s associations, systems and values have partly passed to the Rebuplic. Increasing of emphasises to the Ottoman at political and administrative speeches have made it necessary to evaluate the experiences brought from Ottoman reflecting historical flow of todays relations of the politics and bureaucracy. In this study in the light of this evaluation the bureaucracy that has institutionalized and matured in Ottoman Classical Period had added new characteristics even if it is negative to the structure during the degeneration and deterioration process including 16th and 18th centuries. Experiencing this two process caused to recognize the own strength of bureaucracy, and enabled that periods political authority as a padishah‟s bureaucracy to continue being independent and superior with the name of government‟s bureaucracy instead of depending it. It is seen that bureaucracy has turned in to a reformist character that effects and forms the politics and it strengthens the success in the Tanzimat Period that partly affects today |

Tarihte olan her şeyin geçmişin izlerini taşıdığı ve Osmanlının kurum, yapı ve değerlerinin belli ölçülerde günümüze intikal ettiği bilinmektedir. Son yıllarda siyasal ve yönetsel söylemlerde Osmanlı‟ya yapılan vurguların giderek artması günümüz siyaset- bürokrasi ilişkilerine yansıyan tarihsel akışın Osmanlı‟dan getirdiği birikimin değerlendirmesinin yeniden yapılmasını gerekli kılmıştır. Çalışmada bu değerlendirme ışığında Osmanlı Klasik Dönemi‟nde olgunlaşan ve kurumsallaşan bürokrasinin, 16. ve 18. yüzyılları kapsayan iki asırlık bozulma ve yozlaşma sürecinde bünyesine olumsuz da olsa yeni nitelikler kattığı belirlenmiştir. Yaşanan bu iki süreç bürokrasinin kendi gücünün farkına varmasına, dönemin siyasal otoritesi olan padişahın bürokrasisi olarak ona bağımlı kalmak yerine devletin bürokrasisi sıfatıyla üstün ve bağımsız olarak yoluna devam edebilme imkânını keşfetmesine yol açmıştır. Tanzimat Dönemi‟nde ise belli ölçülerde günümüze de sirayet edecek şekilde bürokrasinin siyaseti etkileyen/belirleyen reformist bir karaktere büründüğü ve elde ettiği başarıyı perçinlediği görülmüştür |
