Osmanlı Devleti, Fransa’nın desteğiyle 1737 yılında Avusturya ve Rusya’yla giriştiği muharebelerden başarıyla çıkarak 1739 Belgrad Anlaşması’nı imzalamış ve başta Belgrad olmak üzere Avusturya ve Rusya sınırında birçok önemli mevkide bulunan yerleri elde etmişti. Anlaşmanın imzalanmasında Fransa’nın desteği oldukça fazla olduğundan 1535 yılında siyasi, diplomatik, ticari ve dini alanda tanınmış birçok imtiyaz 1740 yılında yine Fransa’ya tanınmıştır. Tanınan hakları resmi olarak Fransa Kralı XV. Lui’ye iletmek ve ayrıca 1739 Belgrad Anlaşması’nın taahhütlerini yerine getirmeyen Rusya’yı şikayet etmek maksadıyla Said Mehmed Efendi Fransa’ya gönderilmiştir. |
