Bu çalışma, Isparta ili ekonomisine katma değer yaratması açısından Isparta Ticaret ve Sanayi Odası'nın faaliyetlerinin incelemesini kapsamaktadır. İstihdam politikaları, bir ekonomide büyümenin sürdürülmesi ve istikrarın sağlanmasıyla, işgücünün arz ve talebinden ortaya çıkan dengesizliğin yol açtığı sorunların çözümüne yönelik uygulamaların planlanmasını ifade etmektedir. Ekonomik büyüme ve istikrarın sağlanarak refah seviyesinin yükseltilmesi, toplum içerisinde adil bir gelir dağılımının ve fırsat eşitliğinin sağlanması, üretim faktörlerinin etkin biçimde kullanılması, yoksulluğun temel sebeplerinden biri olarak işsizliğin neden olduğu olumsuzluklarla mücadele etmeyi ve bireylerin insan haysiyetine yaraşır şekilde hayatlarını sürdürmelerini mümkün kılacak ilke, kural ve usullerin uygulanmasını gerektirmektedir. İşsizlik probleminin çözümü için oluşturulan politikalar, işsizlere gelir desteği yapılarak, işsizliğin sebep olduğu sorunların üstesinden gelmeye yönelik önlem ve uygulamaları içeren koruyucu nitelikteki pasif politikalar ile işsizlerin yetenek ve kapasitelerinin artırılmasına dönük mesleki eğitim programlarını içeren önleyici nitelikteki aktif politikalardan oluşmaktadır. This study comprises an etude of the activities of Isparta Chamber of Commerce and Industry in terms of creating added value for Isparta province. Employment policies refer to the planning of applications in order for the solution of the problems caused by the disparity that arises from labour supply and demand, by maintaining economic growth and providing stability in an economy. Increase of prosperity level by providing economic growth and stability, supplying the society with a fair income distribution and equality in opportunity, and efficient usage of production factors, require a struggle against the disadvantages of unemployment as one of the main reasons of poverty, and the implementation of the principals, procedures and methods which enable the individuals to lead a life compatible with human dignity. The policies formulated for the solution of unemployment problem are composed of passive policies that include protective precautions and implementations directed to overcome the problems caused by unemployment, by means of providing income support to the unemployed, and active preventive policies that include vocational training programs oriented towards the improvement/enhancement of capabilities and capacities of the unemployed.
