Ülkelerin iç güvenliği için polis teşkilatları çok büyük rol üstlenmektedirler. Ülkemizde de Osmanlı Devleti'nden bu yana gelen süreçte teşkilatlanmasını artık tamamlamıştır. Gerektiğinde yeni kurulacak birimlerinde de izlenecek usul ve esaslar yönetmeliklerle belirlenmiştir. Günümüzde 81 ilin tamamında İl Emniyet Müdürlükleri kurulmuş ve faaliyetlerini Emniyet Genel Müdürlüğü'ne bağlı olarak tek açtı altında sürdürmektedir. Bu tezin hazırlanmasındaki amaç, Isparta ili başta olmak üzere ülkemizdeki polis teşkilatlarının gelişimini ele almaktır. Isparta ilindeki polis teşkilatlarının günümüze gelinceye kadar geçirdiği evreler ve özellikle Cumhuriyet döneminden itibaren Isparta asayişine emniyet güçlerinin oynadığı rollere değinilmiştir. Dört bölümden oluşan tezin giriş bölümünde polis kavramının kökeni ve Türk dillerindeki karşılığı olarak "Yarkan" veya "Tarhan" kavramları üzerinde durulmuştur. Birinci Bölümde Eski Yunan ve Roma polis teşkilatlarının kökeni hakkında verilen bilgilerden sonra Türk uygarlıklarındaki polis yapılarına Orta Asya'dan Türkiye Cumhuriyeti'ne uzanan süreç içinde yer verilmiştir. İkinci Bölümde tezimizin ana konusu olan Isparta ili polis teşkilatının gelişim süreci anlatılmıştır. Üçüncü bölümde ise günümüz emniyet teşkilatlarımızın yapılanma şekli, yetki ve sorumlukları ifade edilerek Isparta ilindeki polis teşkilatının kadro hareketleri ve asayiş verileri incelenmiştir. Police organizations play a major role in the internal security of countries. In our country, it has completed its organization in the process since the Ottoman Empire. Procedures and principles to be followed in new units to be established when necessary are determined by regulations. Today, the Provincial Police Directorates have been established in all 81 provinces and they continue their activities under the sole responsibility of the General Directorate of Security. The aim of this thesis is to discuss the development of the police organizations in our country, especially in Isparta. The phases of the police organizations in Isparta until the present day and especially the roles played by the security forces in the security of Isparta since the Republican period are mentioned. In the introductory part of the thesis which consists of four chapters, the origin of the concept of police and its equivalents in Turkish languages are emphasized as ark Yarkan "or" Tarhan ". After the information given in the first chapter about the origins of ancient Greek and Roman civilizations police are given Turkish police structures in the Republic of Turkey in the process extending from Central Asia. In the second part, the development process of Isparta police organization which is the main subject of our thesis is explained. In the third chapter, the structure of our current security organizations, their authority and responsibilities are stated and the cadre movements and public order data of the police organization in Isparta province are examined.
