Planning is a systematic approach for achieving the goals set for the future through the efficient and appropriate use of the resources available now and in the future. Health planning, on the other hand, is the effective use of the share allocated to the health sector and is also defined as helping the society for meeting their needs. While the ultimate aim of economic development plans is to raise people's living standards; the purpose of health plans is to raise the level of the health of population. Health planning plays an important role in building a healthy society and thus is seen as a necessary action to pave the way for social and economic development. The aim of the study is to present the conceptual framework of health planning and to present the contents of health planning studies in our country with a historical perspective. For this purpose, the contents of health planning studies in Turkey are discussed and presented comparatively. In the study, it is observed that important studies have been carried out in the field of health planning in Turkey since the proclamation of the Republic. In all of the health planning studies, increasing the health level of the society is the main goal, while the basic issues such as establishment of the agency and construction of the health facility in the first periods are aimed; unlike the basic issues, it is seen that the aim is to achieve better quality health services. As a result, health planning occupies an important place in the development of the health sector in Turkey and it is seen that the strategic plan, which is still in the implementation phase, gives direction to the sector and contributes to the development. |

Planlama, şu anda ve gelecekte mevcut kaynakların verimli ve uygun şekilde kullanılması yoluyla gelecek için belirlenen hedeflere ulaşmayı sağlayan sistematik bir yaklaşımdır. Sağlık planlaması ise, sağlık sektörüne ayrılan payın etkili olarak kullanılması ayrıca toplumun ihtiyaçlarının karşılanmasına yardımcı olmaktadır. Ekonomik gelişim planlarının nihai amacı, insanların yaşam standartlarını yükseltmek iken; sağlık planlarının amacı, nüfusun sağlık seviyesini yükseltmektir. Sağlıklı bir toplum oluşturma yolunda sağlık planlaması önemli bir yer tutmakta ve dolayısıyla sosyal ve ekonomik gelişmenin önünün açılması için gerekli bir eylem olarak görülmektedir. Bu çalışmanın amacı, sağlık planlamasına ilişkin kavramsal çerçeveyi ortaya koyarak, Türkiye’de tarihsel süreçte sağlık planlaması çalışmalarına ilişkin içerikleri bir arada sunmaktır. Bu amaca yönelik olarak, Türkiye’deki sağlık planlaması çalışmalarının içerikleri ele alınmış ve karşılaştırmalı olarak sunulmuştur. Çalışmada Cumhuriyet’in ilanından günümüze kadar Türkiye’de sağlık planlaması alanında önemli çalışmalar yapıldığı görülmüştür. Yapılan sağlık planlaması çalışmalarının hepsinde toplumun sağlık seviyesini yükseltmek ana amaç olmuş, ilk dönemlerde teşkilatın kurulması, sağlık tesisi yapımı bulaşıcı hastalıklar gibi temel konular amaçlanmışken; sonraki planlarda temel konulardan farklı olarak sağlık hizmetlerinin daha kaliteli hale getirmenin amaçlandığı görülmüştür. Sonuç olarak, sağlık planlaması Türk sağlık sektörünün gelişmesinde önemli bir yer kaplamış ve halen de uygulama safhasında olan stratejik plan ile sektöre yön vermekte ve gelişime önemli katkılar sağladığı görülmektedir. |
