Relatively, digital public administration in Turkey has been regarded as a reduction of the paperwork, an increase in participation, an efficient, transparent and fast way to delivery of public services. This study asks the following main question: How will the digitization discourse contribute to the development of Turkish public administration discipline? This study aims to answer the aforementioned question pertaining to the experience obtained during the 1950’s; regarded as the “starting period of contemporary public administration”; where the discipline was “problematical”. The purpose of this study is to discuss the possible effect or contribution of the “digitization discourse" to the discipline of public administration. In order to achieve that; the vertical comparative method is adopted. This study assumes that there are similarities between with the choice of subject, field, concept, and terminology, the form of generation the discipline of public administration in the period of 1950 and current discourse of digitalization in public administration. From this analogy, the possibility of limiting the discipline of the digitization discourse to a "technical" field is discussed. |

Türkiye’de dijital kamu yönetimi göreli olarak kamu yönetiminde kırtasiyeciliğin azaltılması, katılımcılığın artırılması, kamu hizmetlerinin verimli, etkin, şeffaf ve hızlı biçimde sunulması ile ilişkilendirilmiştir. Bu çalışma şu temel soruyu sormaktadır: Dijitalleşme söylemi Türk kamu yönetimi disiplininin gelişimine nasıl bir katkı sunacaktır? Çalışma, bu soruyu “çağdaş kamu yönetiminin başlangıç yılları” olarak kabul edilen; disiplinin “sorunlu” olarak inşa edildiği 1950’li yıllarda elde edilen deneyimden yararlanarak cevaplama çabasındadır. Çalışmanın amacı dijitalleşme söyleminin kamu yönetimi disiplinine olası etkisi-katkısını tartışmaktır. Bu amaca ulaşmak için çalışmada dikey karşılaştırma yöntemi benimsenmiştir. Çalışma, 1950 dönemi kamu yönetimi disiplininin kurgulanış biçimi; konu, alan, kavram ve terminoloji seçimi ile günümüz kamu yönetiminde dijitalleşme söylemi arasında benzerlikler olduğunu varsaymaktadır. Bu benzerlikten yola çıkarak dijitalleşme söyleminin, disiplini “teknik” bir alanla sınırlama olasılığı irdelenmiştir. |
