Çalışma Türkiye’de uygulanan sağlık reformları çerçevesinde kurulan sağlık bilgi sistemleri üzerine odaklanmaktadır. Çalışmanın amacı sağlık bilgi sistemlerinin karar süreçlerine dolayısıyla sağlık hizmet ve yatırımlarına ne gibi etkilerde bulunduğunun saptanmasıdır. Bu çerçevede dijital çağda kamu hizmet alanlarından biri olan sağlık hizmetlerinin reforma uğraması ne anlama gelmektedir? Söz konusu reform sağlık hizmetlerinin gelişimine nasıl bir etkide bulunmaktadır? Sağlık hizmetlerinde reform olgusunun dijitalleşme açısından önemi nedir soruları çalışmanın gidişatına yön vermektedir. Bu doğrultuda çalışmada alana iki farklı bakış açısı ile yaklaşılmaktadır. Bunlardan ilki sağlıkta yaşanan dijitalleşmenin karar destek süreçleri açısından önemi iken; ikinci ise sağlıkta yaşanan dijitalleşmenin özel sektör yatırımları üzerinden belirleyici bir etkisi olup olmadığıdır. Bu doğrultuda sağlık bilgi sistemleri çerçevesinde elde edilen birtakım veriler analiz edilmiştir. |

The study focuses on health information systems established within the framework of health reforms implemented in Turkey. The purpose of the study is to determine the effects of the health information systems on the decision processes and therefore the health services and investments. What does this framework mean for the rehabilitation of health services, one of the public service areas in the digital age? How is reform effective in the development of health care services? The question of what is important in terms of digitization of the reform of health care services leads to the direction of the study. In this direction, the field is approached with two different perspectives. While these are important in terms of decision support processes, the second is whether health-care digitalization is a decisive influence on private sector investments. In this respect, some data obtained within the framework of health information systems have been analyzed. |
