Justice service is one of the most important public services in the interest of ensuring social order. The state constitutes an 'economics of justice' as an economic service field by making public expenditure on behalf of the provision of justice services. The justice service, which has pure public service quality, is offered by the government through public expenditures. These expenditures, which we define as expenditures of justice services, will be regarded as justice spending, as well as the appropriations allocated within the Ministry of Justice, and the use of central government budget appropriations allocated to the higher judiciary by the relevant higher courts. Justice expenditures are of great importance in terms of spending on justice, which is realized in accordance with the principles of effectiveness and efficiency, which are the principles of public financial management. |

Adalet hizmeti, toplumsal düzenin sağlanması adına en önemli kamusal hizmetlerden biridir. Devlet, adalet hizmetinin sunulması adına kamu harcaması yaparak iktisadi bir hizmet alanı olan ‘adalet ekonomisini’ oluşturmaktadır. Tam kamusal hizmet niteliğine sahip olan adalet hizmeti, devlet tarafından kamu harcamaları yapılarak topluma sunulmaktadır. Adalet hizmeti harcamaları olarak nitelendirdiğimiz bu harcamalar Adalet Bakanlığı bünyesinde tahsis edilen ödenekler yanında, yüksek yargı teşkilatına tahsis edilen merkezi yönetim bütçe ödeneklerinin ilgili yüksek mahkemeler tarafından kullanımı da, adalet harcaması olarak nitelendirilecektir. Adalet hizmeti harcamalarının kamu mali yönetimi ilkeleri olan etkililik ve verimlilik ilkelerine uygun olarak gerçekleştirilmesi adalet harcamaları bakımından büyük önem arz etmektedir. |
