Parlamenter hükümet ve üniter devlet yapılanmasına sahip olan Yunanistan, bağımsızlığını elde etmesinden bu yana merkezi yönetimin, yerel yönetimler karşısında daima güçlü olduğu bir devlet modeli ortaya koymaktadır. Üniter devlet yapısı içerisinde adem-i merkeziyetçi yönetim şemasının zayıf kaldığı ülkede bağımsızlıktan bu yana uygulanan Fransız idare ve hükümet sistemi varlığını devlet yapılanmasının her seviyesinde hissettirmektedir.1975 yılında cumhuriyet rejimine geçen ülkede, 1986, 2001 ve 2008 yıllarında arasında anayasal değişiklikler gerçekleştirilmiştir. Yerel yönetimlere ilişkin reform çabaları ise 1997 yılında Kapodistrias reformu ve 2011 yılında Kallikratis reformu ile ortaya konulmuştur.Yunanistan’da merkezi ve yerel yönetimler arasındaki güç dengesinin mevcut devlet ve kamu yönetimi yapısı dahilinde araştırılması bu çalışmanın sorunsalını teşkil etmektedir. Merkezi yönetimin yerel yönetimler karşısında oldukça güçlü bir şekilde konumlandırıldığı sonucuna varılan araştırmada, tarihsel ve betimsel yöntemler kullanılarak elde edilen bulgular niteliksel olarak işlenmiştir. |

Greece has parliamentary goverment and unitary state structure which demonstrates a state model in which central administration has always been much more powerful than local administrations after its independence. As a country, in which decentralised goverment scheme remained weak, French administrative and government system which were adopted ever since the independence, shadow forth itself in every level of state structure.After its adopting rebuplican regime in 1975, 1986, 2001 and 2008 constitution amendments took place in the country. Reform efforts towards local goverments were demonstrated with the Kapodistrias Reform of 1997 and the Kallikratis Reform of 2011.Research of balance of power between central and local goverments in the context of current state and public administration structure constitutes the problematique of this work.In the research which concludes that central goverment is powerfully positioned in respect to local authorities, obtained findings were qualitatively processed by using historical and descriptive methods. |
