Our research is looking for an answer to the question of what the basic content, scope and boundaries of e-Government and e-Municipality applications should be. In this regard, as already mentioned, by combining the definitions that have been made in the historical process within this context, a scope (definition) covering all the disciplines has been created to provide a certain coverage and response. In this way, it is aimed to contribute to the better formation, implementation,understanding and transfer of digital (electronic) public administration policies and practices to be carried out within these policies. It is also predicted that this research will contribute to making the municipality web-sites and e-municipality applications -which mediates the presentation of the digital public services at the local level- more suitable for recognition and promotion activities, more participatory, legal, transparent, controllable, accountable, and effective. Additionaly, it is anticipated that our research will contribute to the establishment of a specific standard in this respect and the fact that the researches done in this particular context will be brought together will affect the development of more optimal criteria in this respect. This study found that the interfaces between the e-municipality modules and the municipal web pages are very different from each other, which has a negative effect on the settlement of the usage habits of the municipality-related stakeholders. |

Bu çalışmada "e-Devlet ve e-Belediye uygulamalarının temel içeriği, kapsamı ve sınırları ne olmalıdır?" sorusuna bir cevap aramaktadır. Bu bağlamda tarihsel süreçte yapılmış olan tanımlar bir araya getirerek, tüm disiplinleri belirli ölçüde kapsayıcı ve ihtiyaca cevap verici bir kapsam (tanım) oluşturulmuştur. Böylelikle dijital (elektronik) kamu yönetimi politikalarının ve bu politikalar kapsamında gerçekleştirilecek uygulamaların daha iyi oluşturulması, uygulanması, anlaşılması ve aktarılmasına katkı sağlanması amaçlanmaktadır. Ayrıca yerel düzeyde dijital kamu hizmetlerinin sunulmasına aracılık eden belediye web sayfalarının ve e-belediye uygulamalarının tanıma ve tanıtma faaliyetlerine uygun, daha katılımcı, hukuki, şeffaf, denetlenebilir, hesap sorulabilir ve etkin bir hale getirilmesine; bu konuda belirli bir standart oluşturulmasına katkı sağlayacağı öngörülmektedir. Özellikle bu konuda yapılan çalışmaların bir araya getirilerek bu konuda daha optimal kıstasların geliştirilmesine etki edeceği düşünülmektedir. Bu çalışma ile e-belediyecilik modülleri ve belediye web sayfaları ara yüzlerinin birbirinden çok farklı olduğu, bu durumun da belediyeyle ilişkili paydaşların kullanım alışkanlıklarının yerleşmesine olumsuz bir etki oluşturduğu tespit edilmiştir. |
