In this study, we argued that "One of the most important means of achieving a sustainable development and peace atmosphere is the way of providing an atmosphere of trust between the society and the state". Today, the problem of trust in the state-citizen relation is seen as one of the most important reasons of the problems in the functioning of the public administration. Many methods have been put forward in order to overcome the problem of trust between state and citizen. At this stage, the visible face of the state and the public institutions, which are concrete bridges between the state and the citizens, are attributed a significant role. The study consists of two phases which are theory and practice. İn the study first the concept of trust will be analyzed. Then, the importance of establishing trust between state and society will be examined theoretically and the importance of institutions in trust wil be explain with the example of The Prime Ministry Communication Center (BİMER) in Turkey. In practice part of the study the opinions, satisfaction of people who use BİMER and the reflection of the institution's activities on the state-society relation will be examined through the survey study. The survey results will be analyzed and interpreted by the SPSS program. |

Bu çalışmada, “Sürdürülebilir bir gelişme ve barış ortamının sağlanmasının en önemli araçlarından biri, toplum ve devlet arasındaki güven ortamının sağlanmasıdır” argümanından yola çıkılmıştır. Günümüzde, devlet-vatandaş ilişkisindeki güven problemi kamu yönetimi işleyişindeki aksaklıkların en önemli nedenlerinden biri olarak görülmektedir. Devlet-toplum arasındaki güven problemini aşmak amacıyla birçok yöntem ileri sürülmüştür. Kamu yönetimi literatüründe 1990’lı yıllardan sonra yaygınlaşan birlikte yönetim, yönetişim, adil, eşit ve kaliteli kamu hizmeti gibi kavramlar bu problemi aşmaya yönelik olarak kamu yönetimi işleyişinde hayata geçirilmeye çalışılmıştır. Bu aşamada devletin görünen yüzü ve devletle toplum arasında somut bir köprü olan kamu kurumlarına önemli roller atfedilmektedir. Çalışma, teori ve uygulama olmak üzere iki aşamadan oluşmaktadır. Çalışmada öncelikle güven kavramı üzerinde durularak devlet-toplum arasında güven oluşturmanın önemi teorik olarak incelenecek ve Türkiye’de Başbakanlık İletişim Merkezi (BİMER) örneğinden yola çıkılarak güven inşasında kurumların önemi açıklanmaya çalışılacaktır. Çalışmanın uygulama kısmında BİMER’i kullanan kişilerin görüşleri, memnuniyetleri ve kurumun faaliyetlerinin devlet- toplum ilişkisine yansıması anket çalışması yoluyla irdelenecektir. Anket sonuçları SPSS programı yoluyla analiz edilip yorumlanacaktır. |
