Günümüzde atığın miktarının artmasının yanı sıra diğer zorluklar, birçok ülkenin hala atık yönetim sistemlerinin gelişmemiş olması ve atığın bileşiminin de değişiyor olmasıdır. Ekonomik ve teknolojik gelişme ve dijital devrim nedeniyle atığın bileşiminde artan ölçüde elektrikli ve elektronik atıklar (e- atık) yer almaktadır. Bu çalışmada e-atıkların uluslararası düzeyde ticareti ve bu bağlamda ortaya çıkan sorunların değerlendirilmesi amaçlanmaktadır. Bu amaçla öncelikle uluslararası düzeyde e- atık üretimi, bertarafı ve geri dönüşümü, e-atık ticaretine ilişkin genel göstergeler ortaya konulacak; ardından Basel Sözleşmesi’nin ortaya çıkış süreci ve içeriği ele alınacaktır. Üçüncü olarak ise e- atıkların üretim, tasarım, bertaraf ve geri dönüşüm sorunları; Basel Sözleşmesi’nden kaynaklanan sorunlar; gelişmekte olan ülkelerin sorunları, insan ve çevre sağlığı sorunları incelenecektir. Sonuç olarak e-atıkların azaltılması, tüketici eğilimlerinin değiştirilmesi, malların niteliğini ön plana çıkaracak ekonomik yapının sağlanması; formel atık yönetim sistemlerinin kurulması, kısa vadede enformel geri dönüşüm sektörünün insani güvenlik sorunlarının çözülmesi; e-atıkların sınır ötesi hareketinin kontrol edilmesi, gelişmekte olan ülkelerin e-atık sorunlarının çözümü için konuya birçok açıdan yaklaşılması gerekmektedir. |

Today, in addition to increasing the amount of waste, other challenges are that many countries still have not developed their waste management systems and the composition of the waste is changing. Due to economic and technological development and digital revolution, increasingly e-waste are present in the composition of the waste. In this study, it is aimed to evaluate the international trade of e-waste and the problems emerging in this context. To this end, firstly general indicators of e-waste production, disposal, recycling and e-waste trade at international level will be showed; then the process and the content of the Basel Convention will be examined. Thirdly, the problems of production, design, disposal and recycling of e-waste; the problems stemming from the Basel Convention; the problems of developing countries and human and environmental health problems will be examined. As a result, it is necessary to reduce e-waste, to change consumer trends, and to provide economical structure that will give priority to the quality of the goods; to establish formal waste management systems, to solve the human security problems of the informal waste sector in the short term, to control cross-border movement of e-waste, to approach the subject from many angels in order to solve the e-waste problems of developing countries. |
