Bu çalışmanın amacı, Türkiye’nin engelli politikalarını Avrupa Birliği’ne üyelik süreci bağlamında ele almaktır. Bu doğrultuda çalışmada, içerik analizi yöntemi ile Türkiye tarafından hazırlanan Ulusal Program ve 1998-2015 yılları arasında Avrupa Birliği tarafından Türkiye için yazılmış olan Düzenli İlerleme Raporları incelenmiştir. Çalışma engellilerin sorunlarının yoğunlaştığı “ayrımcılık yasağı ve eşitlik, erişilebilirlik, istihdam, eğitim, sağlık ve rehabilitasyon, sosyal yardımlar, mevzuat ve kurumsal yapı” alanları çerçevesinde gerçekleştirilmiştir. Elde edilen bulgular sonucunda, Türkiye'nin süreç içerisinde engelli politikaları alanında olumlu gelişmeler kaydettiği, ancak henüz beklenen düzeye ulaşamamış olduğu tespit edilmiştir. Engellilik alanına ilişkin sorunlar devam etmektedir. Bu durumun başta gelen nedeni ise mevzuatın uygulamaya gerektiği gibi aktarılamamasıdır. |

The aim of this study to handle Turkey’s disability policies within the context of the process of European Union membership. According to this aim, the National Program which was prepared by Turkey and Turkey Regular Progress Reports which were prepared by European Union between 1998-2015 are analyzed with content analysis method. The study is realized within the eight fields as “non-discrimination and equality, accessibility, employment, education, health and rehabilitation, social assistance, legislation and institutional structure” in which the problems of people with disabilities are more intense. According to the findings result it has been ascertained that Turkey has achieved positive developments about disability policies in the process, but it has not reached the expected level yet. Problems related to the disability field continue. The legislation cannot be transfered to implemantation as required which is the leading reason of this situation. |
