Verginin hukuki cebir unsuruna dayalı olarak tahsil edilmesi, mükellefler üzerinde baskı hissi oluşturarak, vergi algılarını ve vergiye karşısındaki tutum ve davranışlarını olumsuz etkileyebilir. Bu tutum ve davranışlar üzerinde mükellefin demografik özellikleri ile psikolojik yapısı ile birlikte çevresel faktörler de etkili olur. Elbette vergi mükellefleri olarak kamu görevlileri de bu baskıyı hissetmekte, ancak Türkiye’de kamu görevlileri harcama ve servet vergileri ile beyana dayalı olmayan tevkifata dayalı ücret gelirlerinin dışında bir mükellefiyetleri bulunmamaktadır. Buna karşılık, harcamalarına esas teşkil eden ücret gelirlerinin kaynağının bütçe olması, verginin bu görevliler açısından da önemini artırmaktadır. Bu sebeple bu çalışmada, Türkiye’de kamu görevlilerinin vergi algısı ve hissedilen baskı düzeyi tespit edilmeye ve çeşitli demografik özelliklere göre farklılaşıp farklılaşmadığı analiz edilmeye çalışılmıştır. Bunun için İzmir’de 400 kamu görevlisine Likert tipteki 29 sorulu anket uygulanmış, vergi algısının demografik özelliklere göre değişip değişmediği Mann-Whitney U ve Kruskal-Wallis H testleri ile analiz edilmiştir. Analiz sonuçlarında kamu görevlileri arasında vergilerin büyük bir kısmının kamu görevlileri tarafından ödendiğine ve vergi adaletinin olmadığı yönünde yaygın bir inanış olduğu sonucu elde edilmiştir. |

Based on the use of lawful power of the state during collection, taxation may cause a feel of constraint or burden on taxpayers, and may negatively affect their behaviors and reflections against taxation. Along with demographic and psychological background of taxpayer, work-environmental factors are -at the same time- efficient on these behaviors and reflections. Being taxpayers, public servants also feel burdens of taxation, in spite of the fact that they have no tax return (or declaration) obligation except from taxes on consumption, property taxes and withholding taxes on their salaries. On the other hand, because it is the state budget what stands for the main resource of their salaries that make it possible for them to consume, the importance of taxes through their mental life is increasing. For this reason, in this study, tax perceptions of and felt tax burden on Turkish public servants are put forward; and it is analyzed whether these outcomes differentiate or not due to various demographic features. On this endeavor, a Likert type questionnaire that consists of 29 questions have been applied on 400 public servants in İzmir, and finally effects of demographic factors have been analyzed by Mann-Whitney U and Kruskal-Walls H tests. It was concluded in the analysis results that a large part of the taxpayers were paid by public officials and that there was no tax justice among public officials |
