The purpose of thisstudy is to examine descriptively the opinions of the teachers regarding to the draft of the Teacher Performance Evaluation andCandidate Teacher Work and Procedures Regulation published in 2018 by theMinistry of National Education. The study was structured with a qualitativeapproach and conducted as a case study. For this reason, purposeful samplingwas used and the opinions of 55 teachers working in various schools in Elazığprovince center were taken in the study. A semi-structured question was used toget the views of the participants. The data were analyzed with descriptive andcontent analysis methods. At the end of the study, the teachers stated thatthis practice would damage the relationship between the teachers and thestudents, cause the teaching profession to lose more prestige, and cause manydifficulties and injustice in practice. Teachers also stated that moreobjective assessment standards should be set and that parents, students andcolleagues should not be included among the evaluating parties. According tothe results obtained, various proposals were made to policy makers,practitioners and researchers. |

Bu çalışmanın amacı, Milli Eğitim Bakanlığıtarafından 2018 yılında yayımlanan Öğretmen Performans Değerlendirme ve AdayÖğretmenlik İş ve İşlemleri Yönetmeliği taslağına ilişkin öğretmen görüşlerininbetimsel olarak incelenmesidir. Çalışma, nitel yaklaşımla yapılandırılmış vedurum çalışması olarak yürütülmüştür. Bu nedenle çalışmada amaçlı örneklemkullanılmış ve Elazığ il merkezindeki çeşitli okullarda görev yapan 55öğretmenin görüşü alınmıştır. Çalışmada katılımcıların görüşlerinin alınmasıamacıyla yapılandırılmış bir soru kullanılmıştır. Veriler, betimsel ve içerik analizyöntemleri ile çözümlenmiştir. Çalışma sonunda öğretmenler, bu uygulamanınöğretmen ile öğrenci arasındaki ilişkiyi zedeleyeceğini, öğretmenlik mesleğininprestijini daha çok kaybetmesine neden olacağını ve uygulamada çok fazlaaksaklığın ve haksızlığın meydana geleceğini belirtmişlerdir. Öğretmenler,ayrıca daha objektif değerlendirme standartlarının belirlenmesi vedeğerlendirme yapan taraflar arasında veli, öğrenci ve meslektaşların yeralmaması gerektiğini dile getirmişlerdir. Çalışma sonunda, elde edilensonuçlara göre politika üretenlere, uygulayıcılara ve araştırmacılara çeşitliönerilerde bulunulmuştur. |
