Gözetleme olgusu yeni bir kavram olmayıp insanlığın var oluşundan beri uygulanan bir davranış modeli olmuştur. Gözetleme teriminin "göz" kelimesinden türemesi gözetlemenin görme duyusu(izleme) ile yapıldığını düşündürse de gözetleme her yerdedir! ve enformasyon onun en yakın aracıdır. Uzun yıllar boyunca görme duyusu ile yapılan gözetleme davranışı günümüzde sadece insanlar vasıtasıyla değil, internet, MOBESE kameralar, takip cihazları, uydu sistemleri, ses tanımlama işlemleri gibi çeşitli teknolojik araçlarla da yapılabilmektedir. Gözetim davranışını çeşitlendiren ve farklılaştıran bu araçlar aynı zamanda sembolik bir güç anlamı da kazanmaya başlamıştır. Bu sembolik gücün merkezi insanlık tarihi boyunca egemen olan "iktidar"dır. İktidarın egemen gücü, iktidar olmayan diğer sıradan insanları yani "ötekileri" itaate zorlamaktadır. Çalışmada; ötekileri itaate yönelten araçların vasıtası, kameralarla gözetim ve bu araçların mahremiyet ihlali üzerinde film örnekleriyle çıkarımlar yapılmaktadır. Filmler evreninde seçimini yaptığımız "Truman Show", "Kartal Göz" ve "Devlet Düşmanı filmleri, gözetim pratikleri olgusu üzerinde dururken aynı zamanda gözetim toplumu ve mahremiyet olgusunu güvenlik, özgürlük ve iktidar eşiğinde incelemektedir. Bu çalışmada, George Orwell'in "1984 Büyük Birader Sizi Gözetliyor" isimli romanından esinlenerek gözetleme olgusunun boyutları film örnekleri üzerinden benzetmeler ve betimlemelerle desteklenmeye çalışılmaktadır. Çalışma temasında kavramsal bütünlük sağlayan ve çizelgeyi belirleyen Jeremy Bentham'ın "Panopticon" ve günümüze ışık tutan Michel Foucault'un "Hapisanenin Doğuşu" ve "Büyük Kapatılma" eserleri önemli yer tutmaktadır.

The case of surveillance has not been a new notion, it was a behavioral model that has been applied since the beginning of humankind. Although the term surveillance being derivated from the word "survey" seems to make people think it is being done by eyesight,surveillance is everywhere and information is its nearest tool.For years,the surveillance that has been done by eyesight not only can be done by people,but also with the technological devices such as internet, CCTV, tracking devices, satellite systems, voice recognition processes.These tools that are diversify the behaviour of surveillance also started to gain a significance as a symbolic power.The center of this symbolic power is the "authority" which has been dominant throughout the history of mankind. The dominance of authority has been pushing ordinary people with no authority,meaning "others" to obediance. In this study,the extent of the case of surveillance is tried to be supported by similes and portrayals from movie samples based on George Orwell's novel 1984: "Big Brother is watching you". Study; the means of obedience to the others, surveillance with cameras, and the breaches of privacy of these means are made with film examples. The films universe "Truman Show", "Eagle Eye" and "Enemy of the State", which we have selected in the universe of films, focus on the phenomenon of surveillance practices and also examine the phenomenon of surveillance society and privacy on the threshold of security, freedom and power. Jeremy Bentham's "Panopticon" and Michel Foucault's "Birth of the Prison" and "The Great Closure", which provide conceptual integrity in the theme of the study and determine the schedule, have an important place.
