dc.description This study attempts to analyze the impact of the capitalist system on the transformation process of the state along with the effects of transformation on decentralization policies. The analysis is primarily based on development plaits in Turkey. In this context, nine development plaits are examined, Moreover, decentralization policies, which have been periodically discussed in these plaits, and the related terms are explained. Decentralization trends between 1963 and 2013 are submitted for consideration within the context of relations with the European Union and reform efforts.
