dc.description This study proposes the development of three viewpoints for a 'new' and 'different public administration': retrospective, introspective and prospective. The first two of these are the subject of this paper; the third one is left to a further study. First, the need for focusing on the history of administration is emphasized. Secondly, and more importantly, it is asserted that studying history of administration will direct us to interrogate the current Newtonian/positivist epistemology, ontology, and cosmology, which public administration relies on. In this respect, the thoughts of both Lao-Tzu with Cuang-Tzu and Ibn Arabi, based upon utterly different principles and premises, are discussed as a first theoretical step for 'another public administration'.
