<p style="text-align: justify;"><strong>Türkiye’de Orta Vadeli Harcama Sistemi Uygulamasına İlişkin Bir Alan Araştırması</strong></p><p style="text-align: justify;"><strong>Özet </strong></p><p style="text-align: justify;">Bu çalışmada orta vadeli harcama sisteminin mali disipline, kaynak tahsisine ve kamu hizmetlerinin sunumunda etkinlik ve verimliliğe etkisi maliye bölümü öğretim elemanlarının, Devlet Planlama Teşkilatının ve Maliye Bakanlığının ilgili birimlerinde çalışan yetkililerin görüşleri doğrultusunda değerlendirilmektedir. Çalışmada sonuçlar, Türkiye’de orta vadeli harcama sistemine geçişin teorisyenler ve uygulayıcılar tarafından bir takım olumlu etkilerden dolayı büyük ölçüde destek verdiğini göstermektedir. Ancak çalışma sistemden beklenen faydaların elde edilebilmesi için, kurumlararası uyumsuzluk, tahminleme yönteminin etkinsizliği, idarelerarası kaynak bölüşümündeki dengesizlikler, farklı kurumlar tarafından hazırlanan mali plan belgelerinin birbirleriyle tutarlı olmaması gibi sorunların da çözülmesi gerekliliğine işaret etmektedir.</p><p style="text-align: justify;"><strong>Anahtar Kelimeler: </strong>Orta Vadeli Harcama Sistemi, Çok Yıllı Bütçeleme, Türkiye’de Orta Vadeli Harcama Sistemi, Orta Vadeli Program ve Mali Plan </p> |

<p style="text-align: justify;"><strong>A Field Research on the Practice of Medium Term Expenditure System </strong></p><p style="text-align: justify;"><strong>Abstract </strong></p><p style="text-align: justify;">In the study, medium term expenditure system is discussed in terms of its effect on the efficiency and performance of financial discipline, resource allocation and public service deliver in accordance with the opinions of instructors of the department of public finance and the specialists of the State Planning Organisation and the Ministry of Finance. The findings of the study reveal that the theoreticians and the practitioners to a large extent support the transition to medium term expenditure system in Turkey because of its positive effects. However in order to reap the benefits of the system, the study points that the problems of inter-institutional inconsistencies, the inefficiency of the estimation method, inter-administrational resource allocation imbalances, inconsistencies among the financial plans prepared by different institutions should be eliminated.</p><p style="text-align: justify;"><strong>Key Words: </strong>Medium Term Expenditure System, Multiannual Budgeting, Medium Term Expenditure System in Turkey, Medium Term Program and Financial Plan</p><p style="text-align: justify;"><strong>JEL Classification Code: </strong>H61 </p> |
