Bu tezin temel amacı; Türkiye'de tarım sektöründe inovasyon ve verimliliğin gelişiminin incelenmesidir. Tezin odağını Türkiye'nin 81 ili oluşturmakta olup araştırma kapsamında üç farklı metot kullanılmıştır. İlk aşamada illerin 2009-2019 dönemi için tek çıktı beş girdi değişkeni kullanılarak Malmquist Toplam Faktör Verimliliği (TFV) endeksi hesaplaması ile tarımsal verimlilik düzeyleri ve verimlilik değişiminin bileşenleri saptanmıştır. Akabinde Normalizasyon yöntemi ile illerin tarımsal inovasyon performansı araştırılmıştır ve bu süreçte en son ulaşılan yıl verilerini içeren on altı değişken kullanılmıştır. Son olarak da bu araştırmada hesaplanan ortalama verimlilik değişim değerlerinin ve inovasyon endeksi değerlerinin mekânsal bağımlılığının olup olmadığı ve bu değerlerin bölgesel açıdan anlamlı mekânsal kümelenme veya ayrışma gösterip göstermediği ortaya koyulmuştur. Bu araştırmanın bulguları, genel itibariyle tarım sektörünün daha verimli bir yapıya kavuşmasında teknoloji ve inovasyonun önemine işaret etmektedir. Araştırma sonucunda, Türkiye'de tarım sektöründe teknolojinin verimlilik üzerinde belirleyici etkisinin olduğu tespit edilmiştir. Verimliliğin ve teknolojik değişimin düşük olduğu illerin inovasyon performansının da düşük olduğu, verimliliğin ve teknolojik değişimin yüksek olduğu illerin ise inovasyon performansının illere göre çeşitlilik gösterdiği ve bununla birlikte inovasyon performansında başarılı illerin de aynı zamanda teknolojik değişimde ve verimlilikte artış gerçekleştiren iller olduğu gözlemlenmiştir. Bunun yanı sıra, inovasyon endeksi değerleri ve ortalama verimlilik değişim değerleri için mekânsal bağımlılığın olduğu ve bu değerler bakımından bölgesel açıdan mekânsal kümelenmelerin söz konusu olduğu saptanmıştır. The main purpose of this thesis is to examine the development of innovation and productivity in the agricultural sector in Turkey. The focus of the thesis is 81 provinces of Turkey and three different methods were used in the research. At the first stage, the agricultural productivity levels and the components of productivity change were determined by calculating the Malmquist Total Factor Productivity (TFP) index using the single output and five input variables for the 2009-2019 period of the provinces. Afterwards, the agricultural innovation performance of the provinces was investigated with the Normalization method, and sixteen variables including the most recent year data were used in this process. Finally, it was revealed whether is a spatial dependence of the average productivity change values calculated in this study and the innovation index values, and whether these values show significant spatial clustering or segregation in terms of regional. The findings of this research point out the importance of technology and innovation in achieving a more productive structure for the agricultural sector in general. As a result of the research, it is determined that technology affects productivity in agricultural sector in Turkey. It is observed that the innovation performance of the provinces where productivity and technological change are low is also low, and the innovation performance of the provinces with high productivity and technological change varies according to the provinces, and that the provinces that accomplished in innovation performance are also the provinces that increase in technological change and productivity. In addition, it is determined that there is spatial dependency for the innovation index values and average productivity change values, and there are spatial clusters for these values from a regional point of view.
