Ülkeler arasındaki vergi rekabeti, çok uluslu şirketlerin (ÇUŞ) elde etmiş oldukları kârların vergi dışı tutulmasına yol açarak küresel ekonomide ciddi bir sorun oluşturmakta ve hükümetlerin en önemli finans kaynaklarını aşındırmaktadır. Küresel ve yerel düzeyde vergi kayıpları proble- mini çözmek amacıyla 8 Ekim 2021 tarihinde 136 ülkenin katılımıyla iki ayaktan oluşan Küresel Asgari Kurumlar Vergisi imzalanmış ve 2023 yılında uygulanması kararlaştırılmış ancak 2024 yılına ertelenmiştir. Bu çalışmada, 2021 yılında imzalanmış olan Küresel Asgari Kurumlar Vergisi’nin temel çıkış nedeni incelenmiş, antlaşmada yer alan “Sütun 1” ve “Sütun 2” çözüm adımlarının işleyişi ör- nekler verilerek açıklanmıştır. Ayrıca, bunun dünya ekonomisine etkileri tartışılmış ve bazı ön- görülerde bulunulmuştur. |

Tax competition between countries leads to the exclusion of profits of multinational corpora- tions (MNCs), creating a serious problem in the global economy and eroding the most important financial resources of governments. In order to solve the problem of tax losses at the global and domestic level, a two-legged Global Minimum Corporate Tax was signed on October 8, 2021 with the participation of 136 countries, and it was decided to be implemented in 2023 but postponed to 2024. In this study, the main reason for the Global Minimum Corporate Tax signed in 2021 is ana- lyzed and the functioning of the "Pillar 1" and "Pillar 2" solution steps in the treaty is explained by giving examples. In addition, its effects on the world economy were discussed and some pre- dictions were made. |
